Qualifications
Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting cyber self-inspections of programs for adherence to the command wide programs and policies and communicating deficiencies or opportunities for improvement to program and command leadership.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Communicating with engineers and physicists, program managers, external stakeholders, and command leadership, utilizing simple language to express complex ideas to a wide audience with differing levels of familiarity with the subjects being discussed.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Collaborate with stakeholders to understand strategic cybersecurity requirements and translate them into actionable plans and solutions.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Driving the design and integration of complex IT solutions ensuring scalability, security, and efficiency across the enterprise.

At the DS-06 Level:
One year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DA-05) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist. Specialized experiences must include duties related to the following: (1) Utilizing policies, practices and procedures including cybersecurity, traditional security, personnel security, classification standards, special access program security, DON Correspondence Manual, and cybersecurity workforce; (2) Independently writing a System Security Plan, and developing and managing a Security Control Traceability Matrix; (3) Reviewing system Concept of Operation documents for IT and Cybersecurity; (4) Applying project Management principles and application with cloud, server, and desktop-based tools; and (5) Working with Navy Qualified Validator standards and procedures, submitting PTR's, and developing new NQVs.
At the DS-05 Level:
One year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DS-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of an IT Specialist (Advanced Programs CISSM). Specialized experiences must include duties related to the following: (1) Utilizing policies, practices and procedures including cybersecurity, traditional security, personnel security, classification standards, special access program security, and cybersecurity workforce; (2) Writing a System Security Plan, and developing a Security Control Traceability Matrix; (3) Applying project Management principles and application with cloud, server, and desktop-based tools; and (4) Utilizing Agile methodologies and tools for connected or disconnected environments and applying Agile to RMF A&A plans.

- You will coordinate with the program level Information System Security Officers/Managers, System Administrators, Program Managers, Information System Owners, command leadership, security personnel, and various agencies.
- You will provide expert evaluation and remediation of identified risks to hardware and software.
- You will periodically conduct cyber self-inspections of programs for adherence to the command wide programs and policies and communicates deficiencies or opportunities for improvement to program and command leadership.
- You will communicate with stakeholders, utilizing simple language to express complex ideas to a wide audience with differing levels of familiarity with the subjects being discussed.
- You will be the principal advisor to the Commanding Officer on all Special Access Program Risk Management Framework matters, involving the security of information systems under their purview, in accordance with the Joint SAP Implementation Guide.
