Position: Geospatial GIS Data Structure Specialist
Location: Los Angeles, CA
Duration: 12+ Months
Looking for Geospatial Data Structure Specialist to support the development and implementation of LACPS, an online service that streamlines address validation, updates, and approvals. The Contractor will assist the City in the analysis, integration, design, testing, and deployment of mapping workflows, replacing legacy systems such as PCIS, ePlanLA, and PermitLA.
Key tasks and deliverables include, but are not limited to:
  • GIS Mapping and Infrastructure Development
    • Provide expertise in GIS mapping, tools, and infrastructure to align capabilities with modern, GIS-enabled permitting workflows.
  • Building Layers Creation and Maintenance
    • Develop and maintain GIS-based building layers, particularly for retrofit programs, ensuring accurate geospatial references for all permits and inspections.
  • Workflow Automation for Geospatial Data
    • Automate geospatial data workflows using GIS tools to replace manual legacy processes, improving accuracy and efficiency.
  • GIS Map Services Integration and Management
    • Configure, test, troubleshoot, and maintain GIS map services for LACPS and related City applications to ensure consistent performance.
  • Python Scripting for GIS Automation
    • Develop and implement Python scripts to automate data processing, editing, and quality control within GIS layers.
  • Spatial and Tabular Data Analysis
    • Perform spatial and tabular data queries to support reporting, analytics, and business intelligence needs.
  • Data Quality Assurance and Enhancement
    • Use Python, ArcGIS, and PL/SQL scripting to improve data integrity, accuracy, and consistency across all geospatial datasets.
  • Building Footprint Feature Management
    • Oversee and optimize the building footprint feature class and associated GIS services for LACPS operations.
  • Geospatial Data Usage Metrics and Reporting
    • Collect, interpret, and report on geospatial data usage metrics to support ongoing system optimization and future enhancements.
  • Third-Party Integration and Configuration
    • Collaborate with third-party consultants and partners to ensure GIS data alignment with business data systems, configure GIS and web server environments, and deliver accurate multi-layer map services and related data.
Performance Specifications: Contractor shall meet the following key high-level work products and outcomes: (Note: this list is not exhaustive.)
  • GIS and Mapping Expertise
    • Demonstrate strong GIS analysis and mapping skills using industry-standard tools (e.g., ESRI ArcGIS 10.x) to create, edit, and manage geospatial data accurately.
  • Proficiency in GIS Concepts and Technologies
    • Maintain a solid understanding of GIS concepts, terminology, symbology, technologies, and platforms, ensuring all geospatial tasks align with LADBS's standards and the requirements of LACPS.
  • Data Quality and Workflow Automation
    • Implement best practices for designing, configuring, and maintaining enterprise GIS databases; utilize Python scripting and SQL for automated data quality checks and workflow enhancements.
  • Geodatabase and Data Management
    • Efficiently manage geospatial data, including data loading, conversion, troubleshooting, and metadata maintenance, ensuring the accuracy and accessibility of LACPS data.
  • Familiarity with GIS Software and Programming Tools
    • Utilize GIS software (ESRI ArcGIS, ArcView, ArcEdit, ArcInfo) and programming languages (Python, SQL, PL/SQL) effectively to support the creation and maintenance of geospatial layers.
  • Cross-Disciplinary Knowledge
    • Apply knowledge of symbols and terminology from civil, architectural, or electronic engineering drawings as needed to interpret and incorporate data from various disciplines into LACPS.
  • Web Server Configuration and Integration
    • Demonstrate experience with GIS and web server setup and configuration, ensuring reliable integration of LACPS with web-based mapping and reporting tools.
  • Basic Knowledge of Web Technologies
    • Possess a working knowledge of HTML, CSS, JavaScript, and jQuery to support GIS integration with web applications as needed for LACPS.
Evaluation Criteria: LADBS will first review the TOS Responses received and select up to four (4) of the most qualified candidates to be interviewed based on a review of the resumes provided and the criteria below.
  • Experience in GIS Analysis or Data Analysis related to GIS based on past projects and positions held
  • Experience with GIS and mapping software
  • Experience working with government agencies
