Job Details

The Contract and Procurement Specialist will perform a wide range of supporting functions for the Contracts Dept following District Policies and Procedures, and State and Federal Laws. This specific role will be following the procedures and processes to draft solicitation documents, RFO's, RFP,s etc., for Expert and Consultant services, Construction services, and ancillary goods, assist with drafting, negotiating, and executing agreements for services and goods, maintain document records, and working with our customer base. 
  
Solicitation Support: work with and support District staff in the development of various solicitations, including, but not limited to, Request for Proposals, and Request for Bids, for professional services, constructions services, and more. Solicitation development includes developing timelines, addendums, and formal notifications, memos, and letters with the involvement of Risk Management and/or Legal Counsel, where appropriate. 
  
Contract Negotiations: Prepare, negotiate, and execute agreements, contracts, and other contractual documents with public and private entities, with the involvement of Risk Management and/or Legal Counsel, where appropriate.
  
Contract Management: Manage agreements, contracts, and other contractual documents. The Contract Management function includes collecting and reviewing a vendor’s tax status documentation, insurance documentation, banking information, surety bonds, and other necessary documentation. 
  
Maintain documentation records: Manage and maintain various contract documents (e.g., Contracts, Insurance, Bonding, various correspondence between the customer and other contract party, and more) in the District’s Record Center, Shared Drive, and other record repository. Assist District Purchasing Manager with the editing, or rewriting of policies and procedures as needed. Also, other various projects and reporting as requested by the District Purchasing Manager.
  
At least two years of full-time professional experience purchasing commodities, acquiring contracted services, or writing service or construction contracts.
