About the Role
We are seeking a detail-oriented Quality Assurance (QA) & Testing Specialist to support the development and deployment of IT solutions for Human Services, Child Protective Services (CPS), Child Welfare, and Social Services programs. This role will be responsible for ensuring that applications and systems meet functional, technical, and compliance requirements, including alignment with Pennsylvania s CPS and GPS regulations (Chapter 3490 Protective Services).
Key Responsibilities
  • Develop, document, and execute test strategies, test plans, test cases, and scripts for web and enterprise applications.
  • Perform functional, regression, integration, user acceptance (UAT), and performance testing.
  • Ensure all testing aligns with compliance, security, and privacy standards relevant to child welfare and protective services.
  • Collaborate with developers, business analysts, and project managers to identify defects and track resolutions.
  • Use test management tools (e.g., JIRA, HP ALM, TestRail, Azure DevOps) to log, track, and report defects.
  • Conduct data validation and back-end testing to ensure the accuracy of child welfare information systems and data exchanges.
  • Ensure applications meet usability, accessibility (WCAG/ADA), and performance standards.
  • Support automation testing efforts using tools such as Selenium, JUnit, or equivalent.
  • Provide QA metrics and reports to stakeholders to support go/no-go decisions.
  • Contribute to the continuous improvement of QA processes, automation frameworks, and best practices.
Qualifications
  • Bachelor s degree in Information Technology, Computer Science, or related field.
  • Experience as a QA Specialist, Tester, or QA Engineer in enterprise or public sector IT projects.
  • Experience with Human Services, CPS, Child Welfare, or Social Services applications strongly preferred.
  • Familiarity with Pennsylvania CPS/GPS laws (Chapter 3490 Protective Services) or similar regulatory frameworks a plus.
  • Strong knowledge of QA methodologies, SDLC, and STLC.
  • Proficiency in manual testing and test automation.
  • Hands-on experience with test management and defect tracking tools (JIRA, HP ALM, TestRail, Azure DevOps, etc.).
  • Solid SQL skills for data validation and back-end testing.
  • Excellent problem-solving, analytical, and communication skills.
