Knowledge and direct experience working as a business analyst/project manager in collaboration with IT professionals, such as developers and business experts to create requirements and develop technical specifications for use in developing custom applications. (Focus on experience creating requirements and developing technical specifications). 10 years
Proficient in project management methodologies like Agile, Scrum, Kanban, or Waterfall. - 10 years
Proficiency in business analysis methodologies and best practices related to business needs, investigative techniques, workflows, use cases, user stories, comparison analysis, time and cost estimates, data analysis tools and techniques. 10 years
Highly analytical and self-motivating with the ability to prioritize, meet deadlines and manage changing priorities. 10 years

Onsite or Remote? Candidate must be CURRENT WI resident. NO RELOCATION ALLOWED. Hybrid, on a weekly basis--DNR is currently 60% remote and 40% in the office. Madison, WI. The client is seeking applicants for an IT Project Manager position to support Wastewater Permit Database Update project. This position requires a full-time commitment (40 hours/week) and is ideal for an advanced project manager who can also excel in the role of a business analyst.
Additional details:
- Work hours are during business hours between 8:00am 5:00pm.
- Must have reliable internet provided at own expense for working remotely.
- State holidays are not paid unless part of work agreement. No overtime and no weekend differential.
- At the end of the contract, the equipment must be returned. If it cannot be dropped off in person or if DNR Equipment is damaged during the contract, replacement and shipping is done at supplier's expense.
Qualifications:
The ideal candidate will bring a blend of project management and business analysis expertise, along with strong technical and interpersonal skills.
Required Skills and Experience:
- Advanced knowledge of project management methodologies (Agile, Scrum, Kanban, Waterfall) and tools.
- Direct experience managing large-scale IT projects involving multiple technical resources and diverse stakeholders.
- Proficiency in business analysis methodologies and tools, including data analysis, requirements gathering, and process modeling.
- Experience creating technical specifications and system designs for custom application development.
- Strong analytical and critical-thinking skills to prioritize and meet project objectives.

This position reports to the DNR IT PMO Supervisor. The role involves utilizing DNR IT

Primary Tasks:
- Develop comprehensive project plans, including scope, timeline, resources, and budget.
- Coordinate with cross-functional teams to ensure project tasks are completed on schedule.
- Monitor and track project progress, identifying and addressing risks and issues.
- Facilitate meetings with stakeholders to review project updates and gather feedback.
- Ensure project deliverables meet quality standards and align with organizational goals.
- Manage project documentation, including status reports, schedules, and risk logs.
- Foster clear communication among project team members, stakeholders, and leadership.
- Support change management processes to ensure smooth project transitions and adoption.
- Oversee project closure activities, including final reporting, lessons learned, and knowledge transfer.
Pay rate: $48/hr on W2.
