Technical Project Manager / Product Manager Agile & Digital Services

Location: Remote (occasional meetings in Crownsville, Baltimore City, or Annapolis)

Engagement Scope:

This position is responsible for managing all phases of a product development lifecycle including:

• Market research
• Service mapping
• Agile project planning
• Product roadmap creation
• RFP development
• Procurement support
• Oversight of at least one production deployment

Key Responsibilities:

• Lead planning and agile delivery of digital service projects, ensuring alignment to product strategy and stakeholder goals.
• Support development of product roadmaps and iterative delivery of key features.
• Coordinate multi-disciplinary agile teams (research, design, development, DevOps, QA).
• Monitor and report on budget, scope, risks, and delivery timelines.
• Facilitate governance, stakeholder engagement, and team retrospectives.
• Conduct user research and maintain a healthy product backlog.
• Ensure outcomes meet business rules, compliance needs, and user-centered design standards.
• Manage vendor coordination and RFP lifecycle from creation to award.
• Deliver presentations and reports to support executive decision-making and funding justification.

Required Experience:

General:

• 5+ years of experience as an IT Project Manager and/or Digital Product Manager
• Leadership on at least 2 successful projects with measurable impact

Specialized:

• 2+ years in service/UX design or business analysis (e.g., business rules, metrics)
• 1+ year of software development experience with SQL/database understanding
• 2+ years managing Agile Scrum teams with developers, designers, and analysts

Education:

• Bachelor's degree in Engineering, Computer Science, Data Science, Business/Public Administration, Design, or a related field

Work Environment:

This is primarily a remote position, but occasional on-site meetings may be held in Crownsville, Baltimore City, or Annapolis.
