This role serves as the primary business process expert and technical advisor for contracting operations within the Electronic Contract Writing Module (ECWM) environment. The specialist provides comprehensive technical knowledge and analysis of highly specialized contracting applications and operational environments, delivering high-level functional systems analysis, design, integration, documentation, and implementation guidance on exceptionally complex problems that require extensive subject matter expertise for effective resolution. The position bridges the critical gap between technical development teams and DoD contracting stakeholders, ensuring that software solutions align with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency-specific procurement requirements while supporting the broader federal contracting and procurement ecosystem.
Knowledge, Skills, and Abilities
- DoD Contracting & Procurement Expertise
- Comprehensive understanding of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DoD contracting policies, procedures, and best practices gained through extensive hands-on experience
- Deep knowledge of contract lifecycle management including pre-award activities (market research, acquisition planning, solicitation development), award processes (proposal evaluation, negotiations, contract formation), and post-award administration (contract modifications, performance monitoring, closeout procedures)
- Expert-level understanding of various contract types (firm-fixed-price, cost-reimbursable, time and-materials, indefinite delivery vehicles) and their appropriate applications within DoD procurement scenarios
- Proficiency in DoD-specific procurement regulations, compliance requirements, audit processes, and the interconnected relationships between contracting offices, program management offices, and supporting systems
- Technical Systems Analysis & Integration
- Advanced capability in functional systems analysis, requirements gathering, and business process modeling with specific focus on translating complex contracting workflows into technical specifications and system requirements
- Experience in software development lifecycle participation with emphasis on planning, analysis, testing, integration, documentation, and presentation phases, ensuring contracting business requirements are accurately captured and implemented
- Expertise in system integration challenges and solutions within the DoD contracting ecosystem, including understanding of data flows, interface requirements, and interoperability considerations between ECWM and related procurement systems
- Knowledge of technical documentation standards, system architecture principles, and the ability to communicate complex technical concepts to both contracting professionals and development teams
- Process Improvement & Innovation
- Proven ability to identify inefficiencies in current contracting processes and recommend innovative solutions that leverage technology to streamline operations while maintaining compliance and oversight requirements
- Experience in change management and process reengineering within Government environments, including stakeholder engagement, training development, and implementation planning
- Understanding of performance metrics, key performance indicators (KPIs), and data analytics applications in contracting operations to support continuous improvement initiatives
- Knowledge of emerging technologies and their potential applications in Government contracting, including artificial intelligence, machine learning, and automation opportunities
- Stakeholder Management & Communication
- Exceptional communication skills with ability to serve as liaison between technical development teams, contracting professionals, program managers, and senior Government leadership
- Experience in developing and delivering training materials, user guides, standard operating procedures, and other documentation to support contracting personnel in system utilization
- Proven ability to facilitate cross-functional collaboration between diverse stakeholder groups including contracting officers, program managers, technical teams, and external contractors
- Expertise in presenting complex information to various audiences, from technical developers to senior executives, adapting communication style and content appropriately
- Analytical & Problem-Solving Capabilities
- Advanced analytical skills with ability to decompose complex contracting scenarios into manageable components and identify systematic solutions that address root causes rather than symptoms
- Experience in conducting thorough impact assessments for proposed system changes, considering both technical feasibility and business process implications
- Capability to perform gap analyses between current state operations and desired future state, developing comprehensive implementation roadmaps
- Proficiency in risk assessment and mitigation strategies specific to contracting operations and system implementations
- Compliance & Quality Assurance
- Deep understanding of Government audit requirements, internal controls, and compliance frameworks applicable to DoD contracting operations
- Experience in developing and implementing quality assurance processes that ensure system outputs meet regulatory requirements and support audit readiness
- Knowledge of data integrity requirements, security considerations, and privacy protections necessary for handling sensitive contracting information
- Understanding of legal and regulatory implications of system design decisions and their impact on contracting operations and compliance posture
- Minimum Requirements:
- DoD Contracting Experience: Five (5) years of direct experience working in Department of Defense (DoD) contracting as a GS-1102-12 or above Contract Specialist position, or other substantially equivalent position that has yielded deep knowledge and understanding of the DoD contracting process and the critical relationship that the Electronic Contract Writing Module has in the DoD contracting and procurement ecosystem
- Technical Certification: Relevant certification from a nationally recognized technical authority (examples include Certified Professional Contracts Manager (CPCM), Certified Commercial Contracts Manager (CCCM), Project Management Professional (PMP), Business Process Management certification, or equivalent technical/business process certification)
- Security Clearance: Must possess IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) at time of proposal submission
- Preferred Qualifications:
- Bachelor's degree in Business Administration, Public Administration, Acquisition Management, or related field
- Defense Acquisition Workforce Improvement Act (DAWIA) Professional level of certification in Contracting
- Experience with electronic contracting systems (CON-IT, ECWM, FPDS-NG, or similar platforms)
- Knowledge of Agile development methodologies and their application in Government environments
- Experience with process mapping tools and business process management software
- Familiarity with data analytics tools and performance measurement frameworks
- Advanced degree in relevant field or additional professional certifications
- Experience in training development and delivery
- Knowledge of cybersecurity frameworks and their application to contracting systems
