Technical Product Owner - Full Time Contract (40 hours/week)

Position Description:

Technical Product Owner for Membership data will be responsible for establishing and maintaining the continuous flow of value in support of the solutions built in the MDM Population Health instance. This will include understanding both consumer and stakeholder needs, ensuring product completeness, managing, and prioritizing the flow of work, collaborating with other teams, and managing the program backlog and roadmap.

The TPO serves as the content authority for the master data management solution, helps define features and releases, and owns the vision and value delivery roadmap. The TPO works closely with key stakeholders and team members to understand, describe, and model key business processes and their associated business objects, data structures, and interactions to define an enterprise standard used to manage multiple independent channels. The TPO works closely with the business to ensure all work meets stakeholder needs and works with architects and the solution management team to ensure the solution intent is continuously updated.

Experience:

  • TFS, JIRA, Rally, TFS, Azure DevOps, Kanban, or other similar toolsets.
  • Two (2) plus years’ recent experience supporting healthcare payor data.
  • Three (3) plus years’ recent data steward experience.
  • Four (4) plus years of experience supporting technical solutions, software development, and/or healthcare data management.

Skills / Responsibilities:

  • Provide continuity of delivery and prep new data sources onboarding to the solution.
  • Prioritize development features and acts as a key liaison to business and technical teams.
  • Review and propose technical business rules for logic development and testing.
  • Review and approve source-to-target mappings and reference tables mappings.
  • Manage and constantly monitor Product backlog, Strategic backlog, and Roadmap in an agile fashion and participate in strategic conversations on the product.
  • Responsible for accepting or rejecting a product increment by considering stakeholders' interests.
  • Review and scope user stories for sprint before Sprint review and ensure it has the right acceptance criteria(deliverable).
  • Prioritize user stories after sprint review and approval.
  • Create & manage the project roadmap and identify roadblocks.
  • Maintain stakeholder relationships to ensure impediments are addressed/cleared in a timely manner.
  • Defining, timeboxing, and communicating product goals.
  • Review & execute product strategy.
  • Backlog grooming, Sprint Planning, Product Iteration planning. Create and order by priority.
  • Track Consumer requests, and UAT consumer reports, and Estimate the scope of consumer requirements (current and future).
  • Conduct reviews for business rules, technical requirements, source enhancements, prod defect fixes, impact and risk analysis, gap analysis, DQEs, consumer report requirements, reference tables & crosswalks, and provide signoff.
  • Conduct code review and approve demos.
  • The technical aspect of the sourcing engagement (data source questionnaire) to ensure the KPIs contain the required fill rate, derive logic on derived attributes, evaluate data dictionaries
  • Perform mappings for Product owner-owned reference tables.
  • Risk analysis and approval on production leaks and game plan on including them as future enhancements.
  • Steady-state maintenance for consumer reports, custom requirements, inbound data flow, and ETL breaks.
  • Leadership experience that includes executing against and contributing to strategic product roadmaps.
  • Able to act as a subject matter expert to ensure secure/restricted data conforms to client and organizational requirements.
  • Ability to support Pacific Time zone hours.
