Position summary:

Responsible for the day-to-day management of Black Hills Energy's (BHE) natural gas engineering technical standards, company standards, procedures, and materials. Administering BHE O&M based upon PHMSA and state regulations and industry best practices. Provide support, interpretation, and guidance to BHE teams regarding standardization and best practices encompassing standards and materials. Oversee the Gas Engineering Standards and Material Standards committees to foster discussions, clarification, and continuous improvements to operating and technical manuals.

Pay Range: $113,650 - $187,700/19 (This posting includes the full pay range for this position. Pay is based on a number of factors and may vary depending on job-related knowledge, skills, experience, and internal equity.)

Reporting Relationship: Director of Gas Engineering Design

Location: Council Bluffs, IA or Fayetteville, AR or Denver, CO

Essential Functions:
  • Manage diverse teams of professionals in support of BHE across the enterprise.
  • Proactively monitor and assess federal and state rulemaking activities to evaluate potential impacts on the enterprise.
  • Provide guidance and interpretations on federal and state regulations.
  • Partner with Supply Chain to maintain Approved Materials List and research new materials.
  • Ensure standards and procedures align with Pipeline Safety Management System (PSMS) according to API 1173.
  • Manage document changes through approval process for review and publishing.
  • Accountable for Material Standards program to include failure reporting, tracking, and process approval.
  • Responsible for the strategic growth of Material Standards to ensure only necessary and qualified materials are utilized in support of capital projects.
  • Provides day to day technical support and problem solving to operations personnel, advises on standards, pipeline safety regulations and provides research on a wide variety of technical topics.

Additional Responsibilities:
  • Manage and mentor the development of individuals within the team.
  • Support safety, diversity, and social responsibility goals of the department, business unit, and corporation.
  • Develop and maintain partnerships within the natural gas industry to stay abreast of impactful items to Black Hills Energy.

What Is Required:
  • Bachelor's Degree in Engineering
  • Minimum of (5) five years of operations or engineering experience including some managerial experience
  • Demonstrated technical and operational expertise.
  • Experience developing natural gas codes, standards, and procedures.
  • Knowledge of DOT, PHMSA, AMSE, API and all codes associated with gas system operations.
  • Understanding of the role of Pipeline Safety Management System (PSMS) in safety for customers, coworkers, and communities.
  • Demonstrate good technical, financial and operations knowledge.
  • Demonstrated strategic and operational planning.
  • Ability to manage projects and programs of varying scale simultaneously.
