MANDATORY EXPERIENCE (Must Have)
- Experience managing vendor teams and working with multiple vendors
- Experience delivering technology inHealth & Human Services or Benefits Delivery on federally funded programs such as:
SNAP, Medicaid, TANF, Unemployment Insurance or similar programs
Objective of Engagement
Senior Product Manager to provide strategic product management services to the Health and Human Services Delivery Center for the HR1 initiative. This role manages digital products connecting millions of Pennsylvanians to health and human services and benefits during a major technology and experience transformation.
Key Responsibilities
- Drive, refine, and execute strategic product roadmap for HHS to meet HR1 mandates
- Facilitate development of business, functional, and system requirements through workshops, interviews, and analysis
- Lead cross-functional teams to define problems, assess opportunities, and execute implementation plans
- Serve as liaison between business, IT, and vendor teams
- Translate policy and administration goals into impactful digital product solutions
- Develop and implement policies, procedures, and standards to improve quality, efficiency, and cost savings
- Utilize user research, analytics, and insights to drive product decisions and priorities
- Deliver high-quality recommendations and presentations to leadership and executive stakeholders
Required Skills
- 5+ years of experience in technical or strategic product management
- Experience communicating with non-technical audiences and enabling teams new to Agile and user-centered design
- Experience leading complex technical products involving legacy systems and complex data structures
- Experience leading cross-functional teams in government environments
- Strong oral, written, and visual communication skills
- Strong facilitation, stakeholder management, and people management skills
- Proven experience managing multiple vendors and vendor teams
