Job Description:

Railroad Commission of Texas is seeking a senior-level Business Analyst (BA 3) to support the Mainframe Transformation Program, focusing on emerging technology initiatives including SaaS/COTS implementations, data migration from mainframe systems, and Data Warehouse development.

The candidate will perform advanced business analysis, requirements gathering, process modeling, UAT support, and documentation while working with cross-functional technical and business teams. This role requires minimal supervision and strong independent decision-making capabilities.

Responsibilities:

Lead requirements elicitation using interviews, workshops, and documentation analysis
Analyze and document complex business processes and system requirements
Develop functional specifications, design documents, and process diagrams
Support SaaS/COTS implementations and mainframe-to-modern system migrations
Assist in Data Warehouse requirements and data mapping activities
Create and validate UAT test plans, test cases, and execution results
Perform root cause analysis for production issues and recommend solutions
Work closely with business, technical, QA, and project teams
Ensure deliverables follow SDLC, QA, and BA best practices
Mentor or guide junior analysts as needed

Required Skills & Experience:

10+ years Business Analysis experience on software development projects
Strong expertise in requirements gathering, use cases, traceability, data modeling, and prototyping
Hands-on experience with process modeling and design documentation
Strong communication, documentation, and stakeholder management skills
Experience facilitating workshops with business and cross-functional teams
Strong production support analysis and root cause analysis experience
Experience supporting UAT, training, and implementation activities
Solid understanding of SDLC and Software Quality Assurance methodologies
Experience writing test plans, test cases, and test procedures
Strong experience with JIRA (stories, test cases, execution, reporting)
Advanced knowledge of Oracle / SQL queries
Knowledge of manual and automated testing, including regression, smoke, black-box, and white-box testing

Preferred Qualifications:

Experience working in an Agile environment
Web test automation experience using Java + Selenium or similar tools
Salesforce project experience
Strong database validation and data verification skills
Experience in process improvement and change management
Oil & Gas industry experience, especially regulatory or compliance systems
Bachelor s degree in Computer Science, Business Administration, or related field
