Location: Sacramento, California (Onsite from Day 1)
Note from the Client: This LOE is Deliverable-Based Only. The total cost per deliverable must be provided. Hourly rates will not be accepted.
Qualifications:
- 3 years' experience with Infrastructure as Code in AWS or Azure
- 5 years' experience with Git & code pipelines
- 5 years' experience with Automation tools such as Ansible.
- 5 years' experience with Cloud based Disaster Recovery methods
Consultant(s) needed for the Letter of Engagement: One (1) consultant:
They are requesting only one Submission which looks like DevOps Architect based on the skills listed. Anyways, I have asked them these two questions. One is whether there is an incumbent on this project. Second one, who should be the candidate that we submit; DeVops architect or Technical Specialist as the requirement lists 2 separate job titles under separate Categories but only one skill matrix and one resume submission. I'll update once they respond us.
Project Scope/Tasks:
The CalPERS Investment Office requires additional resources for their existing and newly proposed solutions, all requiring advanced cloud architecture expertise and resources to consistently support the maintenance, optimization, and critical incident response during extended business hours. The consultant will undertake duties and responsibilities consistent with a senior cloud technology specialist in the support of CalPERS' existing cloud infrastructure and the architecture, design, and support of existing and new INVO cloud solutions.
Deliverable 1: Cloud Infrastructure Design and Implementation Plan
The consultant will deliver a detailed cloud infrastructure design that supports the Central Data Platform Hub and Spoke Enablement framework. This design will focus on creating a scalable, secure, and reliable cloud environment to host INVO's data solutions. The deliverable will include a migration strategy for transitioning on-premises systems to the cloud, identification of appropriate cloud services (e.g., Microsoft Azure, Snowflake), and a high-level roadmap for implementation. The infrastructure design will leverage Infrastructure as Code (IaC) principles, utilizing tools like Terraform to ensure consistent and repeatable deployments. The infrastructure will be designed to ensure scalability, high availability, and cost efficiency while meeting the performance requirements of both the Central Data Platform Hub and the Spoke Enablement initiatives.
Deliverable 2: Infrastructure Automation and Governance Framework
The consultant will establish an automation framework to streamline the provisioning, deployment, and management of cloud infrastructure. This will include the development of Terraform-based Infrastructure as Code (IaC) templates to enable consistent, repeatable, and automated infrastructure provisioning. The consultant will also implement monitoring, logging, and alerting solutions to ensure the infrastructure is proactively managed and optimized. In addition, a governance framework will be developed to enforce security, compliance, and operational best practices, including role-based access controls, data encryption, and adherence to regulatory standards (e.g., GDPR, SOC 2). The framework will ensure that the cloud infrastructure supports standardized and governed data sharing between Spokes and the Central Data Platform Hub while maintaining operational efficiency.
Deliverable 3: Knowledge Transfer and Operational Support for Cloud Infrastructure:
The consultant will provide training and documentation to enable internal teams to manage and maintain the cloud infrastructure effectively. This includes detailed runbooks, infrastructure diagrams, and operational guides for troubleshooting and optimizing the cloud environment. The consultant will also conduct knowledge transfer sessions to train internal teams on managing Terraform-based IaC templates and automation pipelines, ensuring they can handle ongoing infrastructure provisioning, scaling, and incident response. Additionally, the consultant will deliver an operational support plan that outlines best practices for maintaining the cloud infrastructure, ensuring its alignment with INVO's data strategy, and supporting future enhancements as needed.
