Scope of Services
We are seeking an Advanced Business Analyst to join a dynamic, full-lifecycle agile development team. The ideal candidate will support multiple business units in performing business and systems analysis and provide guidance to development teams. This role requires close collaboration with subject matter experts (SMEs) and stakeholders to ensure accurate documentation, effective workflow design, rigorous testing, and successful implementation of solutions.
Education Requirements
Bachelor s or Master s degree in Business Administration, Communication, Information Systems, or a related field.
Equivalent work experience may substitute for formal education.
Experience Requirements
Minimum 5 years of experience in business process and systems analysis.
Proficient in process mapping/modeling using tools like Visio.
Strong skills in Microsoft Office Suite (Excel, Word, PowerPoint).
Able to write SQL queries and perform data analysis.
Experience with Microsoft Azure DevOps is highly desired.
Knowledge of Rules 60GG-1 60GG-5 (Florida Administrative Code) is preferred.
Data migration expertise is required.
Familiarity with change/release management processes.
Understanding of software testing and quality assurance methodologies.
Agile project experience and backlog management in Azure DevOps preferred
Primary Duties and Responsibilities
Analyze FDOT business processes and identify interdependencies.
Document business/system workflows and dependencies.
Evaluate system impacts and facilitate analysis workshops with stakeholders.
Gather and document requirements as user stories in Azure DevOps.
Maintain product backlogs and manage work items.
Coordinate with development and data migration teams.
Develop and manage test plans and test cases.
Lead QA efforts and perform deliverable reviews for standards compliance
Required Knowledge, Skills, and Abilities

Facilitation experience in conducting workshops and stakeholder meetings.
Certified Business Analysis Professional (CBAP) or Certified Scrum Master (CSM) preferred.
Technical proficiency in IT infrastructure and SDLC concepts.
Familiarity with PMBOK and Florida Project Management Rule 60GG-1.
Proficiency in tools such as SharePoint, Teams, Power BI, DevOps, and MS Project.
Self-starter with excellent initiative and time management.
Excellent verbal and written communication skills.
Strong customer service orientation and interpersonal skills.
Demonstrated problem-solving, decision-making, and analytical skills.
Adaptability to change in a fast-paced environment.
