What You ll Do

The Business Analyst 3 is supporting the Texas Health and Human Services Commission (HHSC) within the Business Automation Support (BAS) unit of the Medicaid and CHIP Services Department. This position is focusing on the Provider Enrollment and Management System (PEMS) modernization project enhancing the provider experience, improving system functionality, and supporting program compliance.

The Business Analyst will act as a liaison, product owner, and subject matter expert analyzing business needs, translating them into clear system requirements, and collaborating with technical and vendor teams to ensure the successful delivery of high-quality solutions that align with state and legislative mandates.

Key Responsibilities

  • Analyzing program policies, procedures, and processes to determine the impact on business systems and operations.

  • Reviewing system and project deliverables (requirements, design documents, test plans, risk assessments) to ensure business and technical objectives are met.

  • Collaborating with program area staff to gather, analyze, and document business processes and requirements.

  • Acting as the liaison between state stakeholders and vendors, translating operational and business requirements into system solutions.

  • Serving as the Product Owner for Agile teams, collaborating with contracted software vendors to implement system changes and enhancements.

  • Writing User Stories with Acceptance Criteria based on business needs following Agile methodologies.

  • Developing and maintaining test scenarios, use cases, and exit criteria, ensuring full coverage of requirements.

  • Participating in user acceptance testing and validating that delivered functionality meets the business needs.

  • Executing and tracking test cases using formal testing tools and maintaining detailed testing documentation.

  • Identifying, tracking, and mitigating project risks and issues; escalating when necessary.

  • Reporting project status, risks, and key decisions to management according to established timelines.

  • Documenting action items, meeting notes, and business decisions throughout the project lifecycle.

  • Conducting stakeholder and sprint planning meetings, demos, and presentations as needed.

  • Managing schedules, deliverables, and priorities to ensure successful completion of project objectives.

  • Supporting continuous process improvement and recommending enhancements for greater system efficiency.

  • Performing other related duties as assigned to support the PEMS project and associated initiatives.

Minimum Qualifications

  • 8+ years of experience as a Business Analyst and Agile Product Owner in IT projects.

  • Proven experience in Agile software development methodology, including backlog management, sprint planning, and user story development.

  • 8+ years performing complex business analysis and developing technical documentation.

  • Extensive experience in reporting project status, including risks, issues, and decision logs.

  • Demonstrated ability to identify and mitigate project risks through effective strategies.

  • Excellent written and verbal communication skills for documenting requirements, deliverables, test scenarios, and project updates.

  • Experience gathering, validating, and translating business requirements into technical solutions.

  • Skilled in reviewing and approving vendor deliverables, user stories, and technical documentation.

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Teams) and Microsoft Project.

  • Experience developing test plans, strategies, exit criteria, and detailed test cases in a complex software environment.

  • Hands-on experience with testing management tools and formal test execution processes.

  • Experience approving and prioritizing user stories based on stakeholder feedback and expertise.

  • Deep knowledge of Medicaid systems and claims processing.

Preferred Qualifications

  • Familiarity with Texas Medicaid programs and state healthcare systems.

  • 4+ years of direct experience with Texas Medicaid processes.

  • 2+ years of experience with Provider Enrollment and Management Systems (PEMS) projects.

  • Knowledge of healthcare provider data management and related compliance standards.
