Job Description:

This role does require a public trust and the selected candidate will not be able to start until they are cleared. Someone with an active HUD public trust would be the ideal candidate. Part Time (20/hrs a week)- Fully Remote - can work after hours

Experienced Oracle SQL Developer to support the modernization of a legacy system which is being integrated into a newer application.

This role focuses on designing, developing, optimizing, and maintaining database components that support the integration of legacy application functionality into

Java EE technologies, including Java, Spring Framework, JSP, and the Oracle 19c RDBMS.

They will work closely with Java developers, and HUD stakeholders to ensure secure, efficient, and high-performing solutions consistent with HUD OCIO and CPD technical standards.

Responsibilities
  • Design and develop Oracle PL/SQL packages, stored procedures, and functions to support data migration and integration.
  • Collaborate with Java developers to define and optimize database connections and ORM mappings (Hibernate).
  • Support the creation of data access services, ensuring security controls and user-access privileges comply with HUD FISMA and NIST SP 800-53 baselines.
  • Develop and maintain SQL scripts, views, and ETL processes for reporting and validation.
  • Work with test teams to validate data integrity and test database components.
  • Contribute to performance tuning, query optimization, and indexing strategies.
  • Participate in release planning and deployment activities
  • Provide production support and troubleshoot database performance or integration issues.


Required Skills & Qualifications
  • 5+ years of experience as an Oracle SQL developer/DBA in enterprise environments.
  • Experience with Oracle 12c or 19c, including schema design, triggers, packages, and advanced query optimization.
  • Working knowledge of Java EE integration (JDBC, Hibernate) and web-based applications.
  • Familiarity with Spring Framework and Java-based application architectures.
  • Understanding of database security principles and compliance standards (encryption, access control, least privilege).
  • Hands-on experience with data migration and modernization initiatives.
  • Experience using version control or release tools (e.g., Serena Dimensions, Git, SVN).
  • Strong analytical, communication, and documentation skills.
