Job Description

ECS is seeking a Human Capital Management (HCM) Platform Automation Developer to work remotely .

The HCM Platform Automation Developer supports the design, development, and maintenance of automated solutions for the agency's yet to be acquired HCM Platform implementation. This role focuses on streamlining integrations, testing, reporting, and business processes to enhance system efficiency and user experience. The ideal candidate has experience in HCM Platform and other automation frameworks, and understands the unique security, compliance, and data integrity requirements of the federal environment.

Key Responsibilities

Automation Development
  • Design, build, and maintain HCM Platform automation scripts and workflows to streamline HR, Payroll, or financial processes.
  • Develop and maintain integrations using EIBs (Enterprise Interface Builders), and REST/SOAP APIs.
  • Automate repetitive testing activities (e.g., regression or UAT) using HCM Platform test automation frameworks or tools such as Selenium, or custom scripts.
  • Implement automation solutions for data validation, configuration migration, and system monitoring.
  • Ensure automation code adheres to security, compliance, and quality standards required in federal systems.
Testing & Quality Assurance
  • Collaborate with functional teams to define automated test scenarios aligned with business processes.
  • Execute, troubleshoot, and optimize automated test suites to support release management cycles.
  • Track and document defects, providing technical resolutions in partnership with Workday functional and technical teams.
  • Participate in code reviews and maintain proper version control (e.g., Git, Bitbucket).
Integration & Data Management
  • Support automated data loads, transformations, and integrations between the HCM Platform and legacy federal systems.
  • Develop automation to ensure data consistency, accuracy, and compliance with federal data governance policies.
  • Assist with system monitoring and alerting automation to ensure high system availability.
Collaboration & Documentation
  • Work closely with business analysts, developers, and system integrators to translate functional needs into technical solutions.
  • Maintain technical documentation for automation scripts, workflows, and integrations.
  • Contribute to continuous improvement initiatives and recommend emerging automation technologies relevant to the HCM Platform and the federal space.
Salary Range: $140,000 - $180,000

General Description of Benefits

Required Skills

  • Bachelor's degree or equivalent in Computer Science, Information Systems, Engineering, or related field.
  • 5+ years of experience with ERP or cloud-based HCM systems, including at least 2 years in Workday technical development.
  • Proficiency with HCM Platforms .
  • Experience with test automation tools, scripting languages (e.g., Python, PowerShell, Java), or CI/CD pipelines.
  • Knowledge of federal IT standards, including FISMA, FedRAMP, and Section 508 compliance.
  • Strong analytical and problem-solving skills with attention to detail.


Desired Skills

  • HCM Platform certification(s) .
  • Experience developing automations for HCM Platform , Payroll, or Financials in a federal or public sector environment.
  • Familiarity with cloud platforms (e.g., AWS GovCloud, Azure Government) and secure data handling practices.
  • Knowledge of Agile or DevSecOps methodologies.
  • Experience using tools like JIRA, Confluence, Jenkins, or Git for development lifecycle management.
  • Assist with and support business development activities and operations.
