Job Title: Application Architect & Data Engineer
Location: Hybrid 3 days onsite per week in Sacramento, CA 95811
Duration: 12+ months
Schedule: Full-time, standard business hours
Type: Contract

Position Overview:

We are seeking an experienced Application Architect & Data Engineer to support enterprise solution development and mission-critical system enhancements. This consultant will play a key role in designing, implementing, and supporting robust technical solutions to solve complex business challenges. The role involves architecture planning, large-scale data processing, and providing subject-matter expertise in data management and systems integration.

Responsibilities:

<>Analysis and Design</>

  • Document user requirements and detailed technical design specifications

  • Present multiple design options with level-of-effort estimates and delivery timelines

  • Finalize and document selected design solutions

<>Implementation, Testing & Support</>

  • Develop application changes in compliance with existing environments and QA methodologies

  • Conduct internal unit testing and support user acceptance testing

  • Maintain up-to-date technical and system documentation

<>Knowledge Transfer</>

  • Conduct ongoing knowledge transfer sessions with internal teams

  • Maintain documentation including system processes, test cases, issue resolutions, and lessons learned

  • Ensure deliverables and status updates are consistently shared and archived appropriately

Required Qualifications:

  • 15+ years of experience in data systems design and programming

  • 15+ years as a Solution/Application Architect

  • Extensive experience with Governmental Retirement Systems (experience with California systems preferred)

  • Proficient in Oracle (11g/19C), PL/SQL, and SQL

  • 15+ years of hands-on experience in PL/SQL and ETL for high-volume data systems

  • 7+ years working with actuarial systems

  • Experience with Power BI for reporting and data visualization

  • Experience with Snowflake for cloud data warehousing
