Qualifications
To qualify for an IT Specialist (Operating Systems) your qualifications must include:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS- 13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time- in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy
The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.
Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.
The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.
ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.

Duties

- Provides comprehensive technical support and guidance to assigned programs within DLA Information Operations, Program Executive Office in matters relating to information management issues...

- Complete advanced technical integrations between DLA systems and various other systems including mutual authentication, API connections, and REST functions.
- Work closely with J61 security team to provide security solutions that satisfy use case need and maintain sufficient security posture.
- Provides comprehensive support in resolving security incidents, networking issues, and other technical challenges that arise.
- Monitor overall platform health and lead in optimizing performance, reducing technical debt, ensuring upgradability, improving user experience, and automating routine processes.
- Oversees the adoption of AI capabilities and coordinates between DLA AI office, J61, and all affected use cases.
- Serves as chief SME for all technical, security, and networking relating to the platform, and is able to provide clear concise briefs to leadership.
- Conducts risk/value assessments during design and enhancement phases to ensure optimal use of capabilities.
- Responsible for maintaining comprehensive technical documentation and centralized artifacts to support governance, continuity, and cross-functional collaboration.
- Provides support in the following: planning, installation, configuration, testing, implementation, and management of the systems environment in support of the organization's IT architecture and business needs.
- Oversees systems testing, coordinates form documentation preparation and represents the organization in matter pertaining to assigned projects.
- Provides occupational, technical, and analytical advice to the staff.
- Responsible for analyzing critical system requirements to formulaically define proper fit and alignment in response to business requirements, risks, and costs.
- Serves as audit liaison between J6T and J62 Program Managers, works closely with other J/D Codes to drive audit compliance for the Enterprise, and reports status to J6 Leadership.
