Minimum Requirements:
8 years - Experience as a Business Analyst on PeopleSoft Financials and Supply Chain Management (FSCM) implementation or upgrade projects
8 years - Experience with PeopleSoft FSCM 9.2 Asset Management
8 years - Experience conducting formal work sessions and functional analysis presentations
8 years - Experience performing hands-on end-to-end system integration and external interface testing
8 years - Experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio)
2 years - Experience using MS Teams and Channel communication with a large team

Preferred Experience:
4 years - Experience working with a public sector organization (Federal, State, or Local Government)
2 years - Experience working with the Comptroller of Public Accounts (CPA) CAPPS Financials
2 years - Experience with PeopleSoft FSCM 9.2 General Ledger and Commitment Control
2 years - Experience with SharePoint
1 year - Experience with Jira
1 year - Experience working with the Scrum framework

We are seeking a highly experienced Business Analyst with deep expertise in PeopleSoft FSCM 9.2 Asset Management and public sector asset management processes. The ideal candidate will be responsible for understanding business objectives, identifying solutions, conducting fit-gap analyses, and supporting end-to-end testing with third-party interface systems. This role requires strong communication skills and the ability to collaborate effectively with large teams. Additional responsibilities include documentation, training support, and other project-related tasks. Some off-hours work may be required depending on the project phase.

Key Responsibilities:
Understand business objectives and challenges; identify and evaluate alternative solutions.
Conduct cost/benefit analyses and feasibility studies.
Analyze user requirements, procedures, and problems to improve or automate processes.
Collaborate with stakeholders to gather input/output requirements and reporting formats.
Write detailed descriptions of user needs, program functions, and development steps.
Review system capabilities and limitations to assess feasibility of requested changes.
Perform fit-gap analysis and end-to-end business process testing.
Support documentation, training, and other project tasks as needed.
