Job Description:

This is a strategic position responsible for the IT Infrastructure and Corporate Services deployed at the data center and administrative buildings, as well as network communications throughout the project. Plan, implement, manage, and monitor 3rd party contractors to achieve successful project implementation as well as daily and long-term operations. Provide industry knowledge and best practices to optimize IT Operations, reduce risk, and meet business requirements.

Essential Duties and Responsibilities:

• Manage and monitor day-to-day operations, maintenance, reliability, testing, rollout, upgrades, support, and general system administration for the I-77 concession including (but not limited to) data center, communications, fiber, corporate voice and data network, servers, desktop services, operating systems, hardware, software and the Traffic Operations Center.
• Develop and manage the business continuity and disaster recovery plan
• Develop and manage network communications infrastructure for the project.
• Develop and maintain applicable IT policies and procedures.
• Develop, perform, and manage proactive functions including evaluative testing and audits with variance analyses, corrective action recommendations, and recommendations for future capability and capacity planning
• Develop and monitor compliance with Service Level Agreement & Key Performance Indicators (SLA & KPIs) by analyzing needs of users/departments by prioritizing modifications to core system applications while developing and implementing documented requirements for problem resolution
• Perform and manage complex problem identification and resolution
• Manage third-party contractors, licenses, and support contracts
• Analysis of data and trends in existing systems for the proactive management of storage architecture, capacity, and response times.
• Support the established overall IT financial objectives by managing and/or providing input to the established IT budget, forecast requirements with business case justifications and cost/benefit analyses for spending and initiatives, provide input to annual department budget, and maintain scheduled expenditures
• Perform other duties and responsibilities as necessary

Qualifications (Knowledge, Skills & Abilities):

Education & Experience:

• Bachelor's degree in computer science, Information Technology, Telecommunications or similar.
• 7 - 10+ years of relevant work experience of similar nature to include Backup and Business Continuity procedures, Service Level Agreement Management, Colocation Center Management, Security Protocols and Standards, Audit Standards, Database Management, Asset Management (Hardware & Software lifecycle, Load Usage reporting, Data Center efficiency), Tech support systems: Ticketing systems, service orders, work orders, and Network design, implementation, and maintenance
• Experience in IT administration such as project management, development of IT policies, continuous process improvement, system administration, backup/patch management, disaster recovery, and capacity planning
• Experience in personnel and team management including relationship building, conflict resolution, establishing goals, and performing evaluations
• Experience managing departmental functions such as vendor negotiation, forecasting, and strategic planning

Computer & Network Skills:

• Knowledge of establishing and maintaining the network, server, backup, and storage infrastructure
• Knowledge of implementing and maintaining fiber-based network communications solutions
• Experience in Toll and/or ITS industry is preferred but not essential
• Must be able to demonstrate computer proficiency, especially within Microsoft Excel, Word, and PowerPoint, as well as PC based programs

• The noise level in the work environment is usually quiet, but also moderate to high at times given that the employee may be working around heavy machinery.
• Occasional travel between Charlotte and Raleigh, to the Austin office and other Cintra projects in North America, may be required
