Knowledge of Migration to S4 (desired)

Each staff member assigned to this project must have a background screening that is equivalent to a Level Two (2) screening standard.

This is a fixed fee/hourly based project which is inclusive of travel, lodging, per diem expenses and all other costs associated with the completion of the associated tasks.

Scope of Work
The Consultant will work with the Child Support Program, Enterprise System Support Process (ESSP), augmenting current program resources and providing project management assistance consultation services in support of the of the CAMS system.
This position will work and coordinate with agency executive and managing sponsors, technical and functional staff, contractors, partners and vendors for the design and implementation of the S4 upgrade project and ensuring all required and appropriate project deliverables, reporting and communications are completed.
Specific Responsibilities include but are not limited to:
Responsible for project management deliverables such as project charter, project schedule, communication plan, required status meetings, and others.
Assist CSP in preparing responses to contractor/project partner plans and deliverables. Planning and identifying quality requirements, estimating costs, and determining budgets.
Develop and manage a project management plan, monitor the project work, and manage any necessary changes, issues, and coordinate resolution.
Identify and manage project risks, planning for documentation of potential risks, assist with implementing and managing mitigation strategies.
Prepare and present project status reports and metrics, defining and developing schedules and/or activities, estimating resources and activity durations; monitor the progress of a project; compare actual performance against planned/scheduled performance; adjust schedule/resources to ensure that key milestones are reached.
Planning and identifying human resource needs

MANDATORY Experience:
Consultant must have sufficient knowledge, understanding, and experience with project management to provide assistance with the project planning initial project set up activities to lead these efforts. Other knowledge, skills and abilities desired include:
Certification - Project Management certification or successful completion of a recognized project management curriculum is required.
5+ years Project Management experience
10+ years information technology work experience
Knowledge of MS Office Suite
Experience with projects in multiple technologies and functionalities
Ability to develop Project Management Plans and Schedule
Ability to analyze business problems from both a qualitative and quantitative perspective.
Ability to provide ad-hoc requests for data.
Ability to organize data into logical formats.
Ability to generate briefing papers, issue papers, other management reports, and presentations Power-Point), when required.
Subject matter knowledge of communications planning and execution.
Knowledge of Microsoft Word, Excel, Access, PowerPoint and Project.
Ability to conduct fact finding research.
Ability to plan, organize, document, lead and facilitate meetings and follow-up activities, and
Ability to plan, organize and coordinate work assignments.

Education/Certifications
Bachelor s or Master s Degree in Computer Science, Information Systems, Business Administration, or other related field, or equivalent work experience.

Work Timeframes
The selected individuals will occupy a full time position, working up to 40 hours per week. Standard work times will be (or approximately) standard business hours (8a 5p Monday-Friday). Due to new hardware installations, upgrades and maintenance, weekend and/or after hours work may be required on an exception basis. We do not anticipate overtime, but if required, the pay would be the hourly rate, not time and a half.
