Job Description:
DPH has recently migrated its primary server environment to the State IT Data Center. Although the primary migration has occurred, additional remediation efforts are required to get that environment into a segmented framework and upgrade to newer operating systems. Due to the volume of systems, interdependencies, servers, and security remediation efforts currently underway, additional resources are needed to support these efforts. The team will ensure systems are set up following industry best practices to ensure strategic initiatives and compliance with federal and state regulatory laws and ensure business continuity. These individuals will focus on the modernization of legacy computer systems, assist with modifications to computer systems to ensure upgrade compatibility from older to newer platform environments, application modifications to meet state and agency security standards, assist with application evaluation and build specifications, and follow industry best practices. Emphasis will be placed on supporting administrative systems and work in a team environment responsible for these efforts. Reporting functionally will be focused on Microsoft RDLC, SSRS, and O365 PowerBi.
Candidates should be self-motivated, team-oriented, work under limited supervision, and respond to priority tasks as needed. Candidates must also be able to form productive working relationships with individuals from diverse backgrounds and at all organizational levels.
Responsibilities
Participate in a team environment comprised of DPH staff to assist with the remediation and upgrade of administration transactional systems residing on agency servers migrated to the State IT Data Center. Emphases for the Programmer candidates
will be on the modernization of legacy computer systems associated with administrative systems, assisting with modifications of those computer systems to ensure upgrade compatibility from older to newer platform environments, application modifications to meet state and agency security standards, assisting with application evaluation and build specifications, and implementing industry standards following the Software Development Life Cycle (SDLC).
Specific Programmer duties and responsibilities will include, but are not limited to the following:
- Perform complex programming functions, assistance, and technical advice, including design architecture, configuration, writing, testing, and documentation to the complex programming of agency computer systems as assigned.
- Modernization of legacy computer systems to ASP.Net MVC or CORE environment.
- Modification of existing computer systems to be compliant with agency security requirements.
- Migration and modification of existing computer systems in older environments to newer platform environments, following industry best practices.
- Ensure maximum system uptime for critical components to ensure business continuity.
- Diagnoses, isolates and de-bugs software problems and performs problem resolution.
- Monitors systems capacity and performance, plans and executes disaster recovery procedures and provides Tier 2 technical support.
- Adheres to Information Technology application development standards and security requirements.
- All code to be checked in and out through code repository Git.
- Ensure applications are compatible in major web browsers (IE, Chrome, Firefox, etc.).
- Ensure supporting system database connection strings are updated to support database migration from DB2 to SQL database.
- Add required functionality to existing systems to retire active mainframe forms and streamline backend processes where possible.
- Prepare and maintain system documentation and architecture diagrams for applications assigned.
- Work in a collaborative effort to conceptualize total systems and/or product solutions currently in place and remediation to the system environment residing at the State IT Data Center.
- Ability to plan, organize, review, and implement associated project milestones to completion.
- Recommend and assist in the design of system architectures to align with organizational strategic business objectives.
- Requires mastery of technical and business knowledge in multiple disciplines/processes.
- Provide updates to the Project Team.
- Assist with the development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of data as to criticality, confidentiality, and protection. (NIST 800-53, FISMA, SC InfoSec Requirements , etc.)
The candidates will work closely with the Administration Applications Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures. The candidates will work closely with customer and subject matter experts for the system design and testing.
Required /Desired Skills:
- 5+ years of experience with ASP MVC Framework
- 5+ years of experience with C#
- 5+ years of experience with Visual Studio
- 5+ years of experience with .Net Framework
- 5+ years of experience with SQL
- 3+ years of experience with DB2
Soft Skills:
- Ability to establish positive working relationships with technical staff, customers, and others involved in data-centric management.
- Excellent written, oral, and interpersonal communication skills
Preferred skills
- Version Source Code (TFS, GIT)
- Admin system experience related to HR Practices, financial billing, and data security (PI, PHI)
Required Education: Bachelor's degree in Computer Science, Technology, Engineering, or related
