Job Details

Client is seeking an experienced Business Analyst / Product Owner to support a large-scale healthcare system modernization project. The ideal candidate will have strong experience in business analysis, Agile product ownership, requirements gathering, testing coordination, and working with complex enterprise applications. This role involves working closely with business stakeholders, Agile development teams, and vendor partners to deliver high-quality system enhancements.

Responsibilities:
* Analyze program policies, business processes, and workflows to identify impacts on systems and operations.
* Collaborate with business users to gather, validate, and document detailed business requirements.
* Serve as a Product Owner for Agile/Scrum teams; create and maintain a prioritized product backlog.
* Translate business needs into clear user stories with well-defined acceptance criteria.
* Review technical and functional documentation delivered by vendors to ensure alignment with business needs.
* Coordinate and contribute to the creation of test plans, test cases, exit criteria, and test strategies.
* Execute and validate test cases using formal testing tools; track and report testing results.
* Identify project risks, issues, gaps, and develop effective mitigation strategies.
* Present project updates, risks, decisions, and recommendations to leadership.
* Conduct requirement walkthroughs, workshops, and user meetings.
* Support User Acceptance Testing (UAT) and business validation processes.
* Document action items, decisions, meeting notes, and project deliverables.
* Work across multiple internal and external teams to ensure timely delivery of system changes.

Required Skills & Experience:
* 8+ years as a Business Analyst and Agile Product Owner.
* 8+ years working with Agile/Scrum software development methodology.
* 8+ years writing business requirements, technical documentation, and user stories.
* 8+ years experience reviewing vendor documentation and technical requirements.
* 8+ years of experience with test planning, test case development, test execution, and testing tools.
* 8+ years using Microsoft Office (Teams, Word, Excel, PowerPoint).
* 8+ years experience with project tracking tools such as Microsoft Project or similar.
* Proven experience gathering requirements and translating them into technical specifications.
* Strong verbal and written communication skills.
* Experience identifying and managing risks, issues, and stakeholder expectations.
* Experience approving and prioritizing user stories in a product backlog.
* Hands-on experience with Medicaid systems, processes, and claims processing.

Preferred Qualifications
* Knowledge of Texas Medicaid programs.
* Prior experience supporting Provider Enrollment and Management Systems (PEMS) or similar provider enrollment platforms.
