IT Healthcare Consultant - Business Analyst Advanced
Project Duration: 12 Months
Work Location: Columbia, South Carolina (Hybrid-3 days remote, 2 days onsite)
Hours/Week: 40 Hours
Work Hours: 8 AM to 5 PM
Scope of the Project:
The Business Analyst Advanced will be assigned to support small to large-scale projects aimed at modernizing Medicaid-related systems and business processes. The role is critical in bridging the gap between technical and business units and ensuring that IT solutions align with agency goals and user needs.
Objectives to Be Fulfilled by Candidate:
The selected candidate will:
- Evaluate agency needs, document as-is and to-be processes, and provide recommendations
- Serve as a liaison between business units and IT, translating business needs into functional and technical specifications
- Gather and analyze requirements, business rules, and data relationships
- Document and improve business processes in alignment with system capabilities
- Provide guidance to technical and QA teams during implementation
- Engage with external stakeholders including vendors, providers, and other government agencies
- Participate in requirements management, version control, traceability, and validation activities
- Proactively identify project risks and recommend solutions
- Maintain business rules and process models in a centralized repository
- Contribute to strategic decisions such as buy vs. build assessments
- Ensure compliance with agency, state, and federal regulations through accurate documentation
Daily Duties / Responsibilities:
- Conduct requirements-gathering sessions with stakeholders
- Develop detailed documentation: Business Requirements, Functional Specifications, Use Cases
- Analyze data requirements and recommend improvements
- Facilitate communication between technical teams and business users
- Support change management, version tracking, and documentation updates
- Assist in testing and validation phases by providing business context and acceptance criteria
- Maintain traceability of requirements throughout the project lifecycle
- Support compliance by aligning IT solutions with Medicaid rules and regulations
Required Skills (Ranked in Order of Importance):
- Minimum 1 year of experience with IBM Cram software as a business analyst
- Minimum 1 year experience on government IT projects in a business analysis role
- Minimum 1 year experience eliciting, mining, and documenting business rules and processes
- Minimum 2 years Medicaid Eligibility or healthcare insurance experience
- Excellent written and oral communication skills; ability to write clear requirements and Use Cases
- Experience conducting stakeholder interviews and gathering information from policy documentation
- Knowledge of formal business process documentation methods
- Familiarity with business modeling techniques and use of graphical process flow tools
- Strong ability to communicate with executive leadership, management, and project teams
Required Education:
- Bachelor s Degree in technical, business, or healthcare-related field
