Job Description

We are seeking an experienced Systems Analyst with deep expertise in Oracle, AWS, and cloud-native architecture to support a major modernization initiative. The role focuses on upgrading and optimizing legacy systems, developing modular and scalable data solutions, and driving transformation through secure, efficient, and high-performing database management.

The ideal candidate will be highly analytical and adept at translating business needs into effective technical solutions, while ensuring compliance, performance, and reliability in both cloud and on-premises environments.


Key Responsibilities

  • Analyze business objectives, user requirements, and operational procedures to identify and implement improvements in automated processing systems.

  • Perform feasibility studies and cost-benefit analyses to evaluate alternative technical solutions.

  • Develop detailed documentation outlining user needs, system functions, and programming requirements.

  • Review system capabilities and limitations to determine the feasibility of new program development or modification within existing frameworks.

  • Optimize and maintain Oracle database performance, ensuring security, reliability, and scalability.

  • Configure and manage Oracle RAC environments for high availability and resilience.

  • Design and maintain enterprise data models, data warehouses, and data lakes to support reporting and analytics.

  • Implement and manage disaster recovery strategies using Oracle Data Guard and other high-availability solutions.

  • Leverage cloud infrastructure and PaaS solutions to modernize data environments and streamline deployment pipelines.

  • Collaborate with cross-functional teams to enable agile delivery and uphold architectural governance.

  • Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics within healthcare systems.

  • Support DevOps workflows through CI/CD pipeline integration for database deployments.


Required Skills & Experience

  • 8+ years of experience in data architecture, data modeling, and data warehousing.

  • 8+ years of proficiency with Oracle Database architecture, administration, and performance tuning.

  • Strong experience configuring and managing Oracle RAC (Real Application Clusters).

  • Proven ability to write complex SQL and PL/SQL code, including performance-optimized queries and stored procedures.

  • Expertise in Oracle Data Guard and disaster recovery planning.

  • Hands-on experience with cloud-native database services and PaaS offerings.

  • Proficient in RMAN for database backup, restoration, and recovery operations.

  • Solid understanding of cloud infrastructure management, including data storage, security, and deployment best practices.

  • Skilled in developing and maintaining enterprise-scale data ecosystems (data warehouses and data lakes).

  • Experience working in DevOps environments and implementing database changes through CI/CD pipelines.

  • Strong understanding of data architecture principles and industry best practices.


Preferred Skills & Experience

  • Experience transforming monolithic, on-premises databases into microservice-aligned architectures.

  • Background in enterprise architecture practices, hybrid cloud environments, and migration roadmaps.

  • Excellent communication skills with the ability to convey complex technical information to non-technical stakeholders.

  • Strong grasp of Information Management principles, IT processes, and SDLC methodologies.

  • Proven leadership skills with strong attention to detail and a proactive, self-starting mindset.

  • Customer-focused attitude with the ability to collaborate effectively across all organizational levels.

  • At least 3 years of experience working within an integrated eligibility case management system (preferred).
