Position Summary
With limited supervision, serves as the project team lead. Elicits, analyzes, documents, and validates the business requirements of stakeholders and end users translates into functional and technical requirements for moderate to high complexity projects, enhancements and regulatory and compliance initiatives.
Acts as liaison between the business users and IT. Makes recommendations to address specific business needs for information technology-based solutions. Collaborates with multiple cross-functional areas externally and internally in the implementation of system and business processes. Defines system scope and objectives as well as the content of required documentation. Evaluates new software products to determine their applicability to current and future IT environments. Manages vendor relationships including issue notifications and follow-up until resolution, supports break/fix items in production systems.
Drives transformational change that may involve complex new business or technical processes, development and introduction of new vendor partners or providers, or introduction of new technology. Implement changes that will impact a significant number of stakeholders across the organization and will present challenges in complexity or deadlines.

What You'll Do:

- Works with leadership and individual contributors to accelerate delivery under quality controls, ensure adoption of consistent end-to-end quality practices, and measurably increases quality while reducing cost of quality.
- Advises, mentors teams and supports team leads and management regarding quality principles, techniques across the Technology Lifecycle Processes and Practices, including post production support
- Monitors and ensures consistent quality management practices and standards as part of project and support teams
- Leads and/or assists in mitigating technical issues, business issues and problems affecting quality
- Coordinates and captures updates and changes to the end-to-end IT Lifecycle
- Coordinates and captures updates to regulatory and governance items owned within the team, such as the Technology Governance Document
- Attends, participates and/or facilitates regulatory streams of work within the OCIO
- Aligns to enterprise initiatives such as D25's Agile Ways of Working and Technology Agility, facilitating Technology Lifecycle updates with job family owners and documenting their convergence
- Mentor and Coach Analysts within the IT Methodologies, Quality and Governance Team

Qualifications
Minimum Educational and Experience Requirements
- Bachelor's degree in IT, MIS, Business, or related field, and five years' related experience; or
- Associate degree in a technical field, and seven years' related experience; or
- High school diploma and nine years' related experience required.
