Summary:

  • Responsible for providing leadership for the Implementation and Support of UPHS IS supported clinically related applications. Participates in defining the strategic direction of the clinical applications through short and long-term goal setting, assessment of information technology needs, and information systems integration, IT business operations, risk analyses, security, applications development, database management, user and system support, and related operations. Manages both director and manager level personnel that are focused on specific clinical application solutions. Participates in the development and monitors departmental policies and procedures to enhance operational efficiencies, while working through IS managers, leveraging peer resources, engaging external expertise, and maintaining strong relationships with internal business units, and clients. Works through complicated and often political project delivery situations while demonstrating successful outcomes and quick resolutions to problems. Interacts closely with senior leadership and key project stakeholders with exceptional interpersonal, verbal and written communication skills.

Responsibilities:

  • Participates in the development of a Clinical Application strategy to support the objectives of UPHS.

    Oversees and manages the clinical application teams to support the Clinical Application strategy.

    Ensures safety, confidentiality & security of employee and Patient data.

    Serves a focal point for clinical application related discussions, issues and other related activities.

    Develops and consistently communicates schedules, plans and other activities to IS clients

    Analyzes current processes and initiates modifications to facilitate successful outcomes in projects

    Oversees implementation and support activities and ensures that overall progress and management of the project tasks are on track

    Works through complicated and political project situations effectively and with successful outcomes

    Manages team members through the project management life cycle to ensure that milestones are completed according to project deadlines.

    Clearly articulates problems, issues, and potential solutions to team members, clients and organizational administration

    Provides counsel and advise in local clinical IT budgeting process

    Serves as Clinical IT liaison to clinical departments managing their own clinical information systems (i.e lab, radiology)

    Develop a thorough understanding of UPHS EMR applications

    Manages Clinical Application team leadership to help determine priorities, hiring strategies, staff training and development.

    Directs Clinical Application team leadership on a day-to-day basis.

    Recruits manager-level clinical application staff as required.

    Develops policies and procedures to enhance departmental operational processes.

    Ensures all clinically oriented IS projects have documented plans and procedures in place for ongoing projects and are meeting project goals and objectives.

    Identifies project risks and develops mitigation plans to ensure successful project outcomes.

    Coordinates resource allocation for multiple projects to ensure all project goals and deliverables are met.

    Schedules, conducts and documents project review meetings with cross-functional teams to track progress and manage scope.

    Ensures project teams complete thoroughly all project-related activities including, workflow analysis, system design and development, modifications, testing, and issue resolution.

    Provides continuous performance feedback to IS Management Team.

    Provides regular updates of project status to the Information Services leadership team.

    Provides guidance and mentoring to clinical application managers and completes annual staff evaluations.

    Participates in the annual IT budgeting process.

    Comply with all applicable guidelines, policies and procedures of IS and UPHS to ensure necessary controls, documentation and audit trails

    Performs duties in accordance with Penn Medicine and entity values, policies, and procedures

    Other duties as assigned to support the unit, department, entity, and health system organization

Education or Equivalent Experience:

  • Bachelor's degree. (Required)
  • 5+ years of demonstrated management experience (IT or clinical). (Required)
  • Master's degree. (Preferred)
