SUPERVISORY ENGINEERING TECHNICIAN

Summary

You will serve as a Supervisory Engineering Technician in the Capital Improvements division of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

Help

• You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work and existing workload.
• You will evaluate and assure the Quality Control (QC) efforts of the construction contractor for all projects assigned.
• You will ensure consistent and comprehensive coordination of the construction quality management program for construction projects assigned to his/her branch.
• You will attend selective quality control, preparatory and initial meetings to spot check compliance with contract requirements and establish consistency for the office.
• Establish consistent process in validating quantity, condition, and approval of materials on
  
  site prior to invoice payments
• You will ensure contractor compliance of safety and health requirements.
• You will maintain situational awareness and assist in coordination of OSHA jobsite visits.
• You will directly provide support to the Contract Specialist/Contracting Officer (CS/KO) relevant to the administration of construction contracts/task orders.

• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while conducting site visits, as determined by site conditions and applicable safety regulations.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• Reassignments within the commuting area may be required as the workload is reduced at one site and increased at another.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing construction reviews of plans and specifications for technical soundness and practicability; 2) Utilizing construction project scheduling knowledge and expertise to track progress of projects; 3) Preparing technical analysis, cost estimates, and reviews engineering designs for proposed changes; 4) Ensuring contractors' compliance with safety and environmental requirements. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Call back may also be required.
