Navy Financial Analyst

Client: US Navy

Location: San Diego, CA


REQUIRED SKILLS

  • Must have Secret clearance
  • Bachelors degree required; 4 years of experience may be used in lieu of degree
  • Experience Requirement: Recent experience as a Financial Manager. See Note 2. Plan, direct, coordinate and analyze accounting and other financial activities of a branch, office or department of establishment ensuring the efficient and skilled use of resources. Recommend alternative methods of funding to meet financial program objectives.
  • Recent Navy Financial management experience including experience as OPTAR Financial Records keeper; generating Budget OPTAR Report (BOR) and Financial Transmittal (TL) report; and other monthly financial reports IAW CNSP guidance; familiarity with Government-wide Commercial Purchase Card Program (Google Cloud PlatformC) Approving Official (AO); Google Cloud PlatformC Cardholder regulations and processes. See Note 2.
  • Experience utilizing RSUPPLY, One Touch Supply (OTS) and other relevant Supply and Logistics systems and programs documenting familiarity with Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP).
  • Experience processing monthly Obligation Validation Report (OVR), formerly referred to as Unfilled Order Listing (UOL), and Difference Listings (DL) designed to emulate the Summary Filled Order/Expenditure Difference Listing (SFOEDL).
  • 2 Years SABRS (Standard Accounting, Budgeting, and Reporting System) experience

TASKS

  • Maintain OPTAR Financial Records and ensure accuracy of all financial documentation
  • Generate monthly Budget OPTAR Report (BOR) and Financial Transmittal (TL) reports per CNSP guidelines
  • Prepare and submit monthly financial reports in accordance with Commander Naval Surface Forces Pacific guidance
  • Serve as Government-wide Commercial Purchase Card Program (Google Cloud PlatformC) Approving Official (AO) and manage cardholder processes
  • Operate RSUPPLY, One Touch Supply (OTS), and other supply/logistics systems for financial tracking
  • Execute Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP)
  • Process monthly Obligation Validation Reports (OVR), Unfilled Order Listings (UOL), and Difference Listings (DL)
  • Generate Summary Filled Order/Expenditure Difference Listings (SFOEDL) for financial reconciliation
  • Utilize SABRS (Standard Accounting, Budgeting, and Reporting System) for all accounting functions
  • Plan, direct, coordinate and analyze accounting and financial activities for assigned department/office
  • Recommend alternative funding methods to meet financial program objectives
  • Ensure efficient and skilled use of financial resources across operations
