Department context

The Chief Economist's Office of the People Vertical conducts a strong analytical program on human capital accumulation and advises the Vice President for People. Specifically, the Chief Economist's Office leads on frontier analytical products on human development topics, provides quality assurance and advice on key regional and analytical products, and supports the World Bank's Chief Economist and represents the People Vertical in different internal and external fora.

The Office of the Chief Statistician and Development Data Group of the World Bank leads and coordinates the development and implementation of the World Bank's development data agenda, including through standard-setting, leading global data public goods, innovative research, pioneering partnerships and specialized technical services.

The two offices have been collaborating to advance the Data Bank agenda, which prioritizes filling in data gaps for key human development indicators, identifying bottlenecks in the production and use of data and evidence in operations, and curating indicators for internal and external dissemination and engagement through the Data360 platform. Key among these collaborative efforts is the establishment of a minimum data package for children, adolescents, and youth, to be developed through country consultations, This minimum data package is envisioned to comprise a small set of core indicators that all countries should measure for children, adolescents, and youth; it will guide investment in the country data systems to efficiently and sustainably produce, process, and use the core indicators. Practical use-cases for the core indicators will be developed to aid and enable policy development in World Bank client countries and help guide the provision of relevant development support.

To support this on-going collaborative initiative, the People Vertical and the Office of Chief Statistician are thus seeking to jointly recruit a Lead Economist, who will (i) translate data and evidence related to human development into accessible narratives for World Bank clients and partners, (ii) fill critical data gaps in key human development indicators and generating policy relevant research through operations and partnerships, and (iii) ensure the World Bank's existing data assets and data quality standards inform operations and analytical work in the departments of the People Vertical.

Duties and Responsibilities:

The joint Lead Economist position will focus on four main workstreams, with the following responsibilities.

1. Minimum data package for children, adolescents, and youth

Leading the conceptualization, pilot implementation, and dissemination of the minimum data package, including a plan for scale and adoption with clients and among operational teams in partnership with Regions; DEC and the Verticals; IFC.
Managing internal and external partnerships related to the minimum data package, ensuring alignment with existing standards and global data initiatives, and representation in international fora.
Leading a strategy development for extending minimum data packages to other sectors with the goal of mainstreaming the concept of minimum data packages and identifying common data-related investments needed for countries across sectors.

2. Other data-related public goods focused on human capital

Representing the People Vertical in all efforts related to the development and implementation of the Data Bank agenda.
Leading all data focal points in the People Vertical as a member of the Data360 core team to ensure data series and their visualizations related to the People Vertical adhere to quality standards and are useful for operational staff and management.
Contributing to the World Development Indicators and the SDG Atlas to ensure internal and external uptake.
Lead efforts to create a library of evidence from impact evaluations related to outcomes for children. Develop a platform that is compatible with ongoing Data Bank initiatives and that encourages use by non-specialists, including World Bank task team leaders.

3. Global analytics for human development

Leading frontier analytics under the auspices of the Chief Economist's Office for People, including serving as lead author of chapters in the human development flagship report and providing advice on the production, dissemination, and use of the Human Capital Index
Spearheading coordination and guidance across sectors and analytical units in the People Vertical on cross-cutting issues, such as cost capture, cost analysis, and financing.
Leading aggregation of evidence related to human development for both research and operational audiences.
Guiding operational teams to use evidence and data in the design of projects and to embed analytics and data collection within operations that adhere to established standards and contribute to filling data gaps.
Fundraising and management of external funds focused on global analytics, such as impact evaluations.

4. Mentorship

Participate in and contribute to knowledge sharing, standards implementation, and learning activities of the Data Science & Statistics Community.
Mentoring junior staff in both the Office of the Chief Economist for People and the Office of the WBG Chief Statistician.

Hiring Manager and Duration:

The hiring Managers are Norbert Schady and Haishan Fu. The position is based in HQ. The appointment is a four-year term appointment.

Selection Criteria

PhD or Master's in Economics, with at least 12 years of work experience in economic research or public policy related to themes covered by the People Vertical of the World Bank.

Excellent understanding of (i) the latest research in applied microeconomic and econometric advances, (ii) the production and dissemination of global and national statistics, and (iii) standards related to data, impact evaluations, and the aggregation of evidence.

Proven ability to conduct policy relevant research and connect research and data with operations. Ability to work independently and to communicate economic research findings and methodology in simple and intuitive terminology.

Leadership and ability to manage a team of professionals in the execution of major projects.

Proven ability to interact effectively with partners to build consensus on difficult issues.

Demonstrated proficiency to lead, manage, and consult others in the planning, development, and execution of strategies for complex projects.

Excellent interpersonal and communication skills to successfully operate in a team-based work culture and to mentor junior staff

Excellent organizational skills and attention to detail.

Ability to work under tight deadlines and a high degree of pro-activity and initiative.

Familiarity with digital product management, business transformation, or scaling data visualization solutions (e.g., inform decision-making, business intelligence, or high traffic communication or marketing content) is desirable.

Excellent oral and written communications skills in English
