Background Check

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment.

Functional Purpose

Manages the planning, design, implementation, and maintenance of software development projects and systems (e.g., development life cycle, patching, upgrades, defects, performance testing, resource planning and allocations) for business systems and technology initiatives from inception through to delivery.

DUTIES AND RESPONSIBILITIES


  1. Provides business area and technical expertise to management and stakeholders to facilitate planning, set direction, define business initiatives, and develop solutions to business information systems needs and requirements.
  2. Facilitates business process re-engineering initiatives with stakeholders by capturing and defining system requirements utilizing business goals.
  3. Prepares, reviews and evaluates architectural, technical, and project plans for information software systems such as Technical Architecture Diagrams (TAD), Interface Control Documents (ICD), Technical Requirements Documents (TRD), and design specifications to determine technical requirements. Verifies proposed changes align with USPS architecture and software delivery framework.
  4. Collaborates with stakeholders and the technical teams to define business information system solutions and conduct comparative analysis. Evaluates technical, cost, and emerging technology data and develops alternative options based on feasibility and organizational requirements; evaluates existing systems and procedures and recommends changes to management.
  5. Develops formal Rough Order of Magnitude (ROM) for proposed system development projects and changes. Determines the project scope, requirements, resources and timeline. Evaluates estimates submitted by external vendors for technical accuracy and compliance with contract requirements and makes recommendations to management based on results.
  6. Develops detailed project timelines and milestones (e.g., scope, resources, timelines) and documentation needed to develop technical solutions based on business needs and requirements. Provides technical expertise and guidance to stakeholders regarding development of technical solutions.
  7. Translates business requirements into information systems functions and features; develops and executes system test plans to ensure deliverables meet customer requirements.
  8. Facilitates the design, development and implementation of system solutions; establishes project objectives, provides status reports. Manages system installation, tracks milestones and critical dates, resolves scheduling issues. Provides program guidance to developers, contractors and professional, technical or clerical personnel to ensure successful implementation.

  1. Direct the activities of a team of professional, technical, or clerical employees; provides guidance, and feedback and facilitate assignments to others. May supervise lower level and/or bargaining employees supporting technology solutions.

  1. Ability to perform software architecture and design, development and testing, standards and techniques, and project planning to successfully support application development initiatives and maintenance leveraging development standards and emerging technologies.
  2. Ability to leverage systems terminology, hardware, communication and system components to support customer business information systems and facilitate business process reengineering when needed to enable optimal system performance.
  3. Ability to evaluate the technical design, cost, and technology data for existing systems and procedures to provide feedback and develop recommendations for changes and alternative solutions for review to achieve the desired results with the minimum cost of ownership.
  4. Ability to perform research and analysis as it relates to business and architecture solutions sufficient to propose architecture strategies to meet the business needs in an innovative and cost-effective manner that achieves optimum performance.
  5. Ability to perform project management activities on multiple projects such as work breakdown, resource estimating, project planning, tracking/oversight, scheduling tasks, negotiating deliverables, project administration and status reporting.
  6. Ability to lead technical teams engaged in analysis, design, development, testing and implementation activities to deliver technology systems.
  7. Ability to effectively communicate orally and in writing, with leadership, external business partners, and project teams; facilitate group meetings and walk-through sessions with managers, peers, subordinates, and customers.
  8. EDUCATION / EXPERIENCE REQUIREMENT: Applicants must possess one of the following: 1. Possession of a Bachelor's degree in one of the following fields: Information Technology, Engineering, or a related field to one specified above from an accredited college or university by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education; OR 2. Possess four (4) years of equivalent professional experience in software engineering or information technology.

**This position requires an NACI clearance. This process can take up to 6 weeks from the date the offer letter is returned**
