Job Title: Project Manager – LIMS Transition Project

Location: Harrisburg, PA (Hybrid – Onsite 2 days/week)
Engagement Type: Contract

Job Summary

Seeking an experienced Project Manager (PM) to lead the transition to a modern Laboratory Information Management System (LIMS). This role involves managing the full project lifecycle, ensuring on-time and on-budget delivery, and driving business process improvements across multiple IT and program areas.

The LIMS platform supports end-to-end laboratory operations including sample management, testing workflows, reporting, regulatory submissions, data integrity, and secure data exchange with state and federal partners. The PM will ensure the successful replacement of legacy systems with a scalable, automated, and integrated LIMS solution.

Key Objectives

  • Lead the planning, execution, and delivery of the statewide LIMS Transition Project.
  • Ensure alignment with business, technical, quality, and compliance requirements.
  • Coordinate across multiple IT divisions, vendors, and program stakeholders.
  • Direct enhancement, re-engineering, and developmental workstreams throughout the project.

Responsibilities

Project Leadership

  • Direct and oversee high-priority, enterprise-wide IT initiatives with delivery cycles of 8–12 months.
  • Manage full project lifecycle: planning, design, development, testing, deployment, and transition.
  • Ensure project completion within scope, schedule, and budget.

Planning & Estimation

  • Develop detailed project estimates for all phases (planning, analysis, design, construction, testing, implementation).
  • Adjust and validate estimates with team leads; secure stakeholder approval.
  • Develop and manage the Project Management Plan (PMP) and project schedule.

Execution & Monitoring

  • Drive delivery of all work tasks identified in the PMP.
  • Track progress, monitor milestones, and take corrective actions to maintain schedule integrity.
  • Manage project budget and report financial impacts to stakeholders.
  • Prioritize and coordinate multiple workstreams across technical and program teams.

Reporting & Governance

  • Prepare and deliver periodic status reports to leadership, sponsors, and team members.
  • Capture, monitor, and report project management metrics.
  • Conduct PM inspections, reviews, and quality assurance checkpoints.
  • Provide weekly updates following HHS DC PMO/Daptiv standards.

Scope & Change Management

  • Ensure all scope changes follow the approved Change Management Plan.
  • Maintain documentation for all changes and obtain required approvals.

Stakeholder & Vendor Management

  • Serve as the primary point of contact for all project-related communication.
  • Facilitate discussions between program areas, IT teams, and external vendors.
  • Build and maintain strong stakeholder relationships.
  • Communicate how tasks and deliverables align with project goals.

Risk & Issue Management

  • Identify, track, and manage risks/issues using a RAID+ Log.
  • Develop mitigation strategies and escalate concerns proactively.
  • Drive timely resolution of issues and ensure closure.

Team Collaboration & Mentoring

  • Work closely with Application, Data Warehouse, Informatics, Networking, Security, and Service Management teams.
  • Mentor junior PMs on processes and methodologies.
  • Balance workload across team members and engage management when needed.

Testing, Training & Transition Activities

  • Coordinate system testing with appropriate IT and business resources.
  • Prepare and deliver presentations as required.
  • Plan and conduct training and orientation for project stakeholders.
  • Ensure compliance with HHS DC standards and PMO methodologies.

Documentation & Administrative Duties

  • Maintain project documentation on SharePoint and Microsoft Teams.
  • Complete weekly timesheets in PeopleFluent/VectorVMS by COB Friday.
  • Submit weekly personal status reports in SharePoint.
  • Ensure project deliverables meet quality and governance standards.

Required Qualifications

  • 7–9 years of experience managing large-scale technical projects.
  • Demonstrated success leading complex IT initiatives with multiple stakeholders.
  • Strong skills in budgeting, communication (verbal & written), leadership, negotiation, and team collaboration.
  • Experience with Laboratory Information Management Systems (LIMS).
  • Strong business and technical understanding across diverse IT disciplines.
  • Ability to ramp up quickly and work independently.
  • PMP Certification (active for a minimum of 5 years).
  • Ability to work onsite two days per week in Harrisburg, PA.
