REQUIRED EXPERIENCE:

Qualifications: Minimum experience/skills:
  • 5+ years of experience in Cloud Data Architecture, data warehousing, data modeling, ETL, enterprise and business information system architectures, and system engineering
  • Thorough knowledge and Implementation experience of data warehouse and Enterprise Data architecture principles.
  • 3-5 years of experience architecting/developing Cloud-based (AWS) data solutions.
  • 5+ years of Cloud database platform experience such as Snowflake.
  • Experience in creating, reviewing and maintaining end-to-end data architectures.
  • Strong communication skills comfortable explaining/proposing solutions to technical stakeholders, vendors, and business consumers.
  • Proficiency with Unix, Linux, and shell scripting
  • Experience working with a large, multi-terabyte enterprise data platform in Cloud.
  • Experience with system administration, database administration, storage architectures, backup & recovery, and networking.
  • Informatica (IICS) ETL and Mulesoft experience
  • Salesforce Experience
  • Experience working with highly sensitive health care information and familiar with HIPAA rules and regulations.

JOB DESCRIPTION:

The Data Office will be supporting the Department of Public Health (DPH) in the implementation of a Local Public Health Data Platform. This platform will serve as a key operational and reporting interface for the 351 local and regional boards of health in Massachusetts, housing key workflows, such as inspections and permitting; collecting pertinent data from local boards of health; and allowing reporting out to local boards of health using data held by the Department of Public Health, such as immunization rates and other key public health information. Utilizing a combination of Salesforce, Mulesoft, Snowflake, Informatica(IICS), and Tableau, the new local public health data platform will represent a major transformation in how information flows between the state and municipal governments. An outside consultancy is responsible for the build and implementation of the application. Data Office staff, including this role, will serve as assistance and internal subject matter experts through the implementation. This role will be expected to become familiar with the business case and outcomes, understand what is being proposed and built by the vendor, and to approve and validate what has been proposed and built. There will be opportunities to build key infrastructure and reports to support the business, and participate in other DPH workstreams, such as the Data Modernization Initiative. Post-implementation, the EHS Data Office will support and maintain the data and reporting infrastructure that has been built as well as support the Office of Local and Regional Health to meet their data-driven goals. The ideal candidate is an expert in Design and implementation of Cloud Data platforms. You can clearly articulate and present different data architecture principles and standards. In this role, you are comfortable speaking to both business and technical stakeholders to ensure combined understanding and collaborative solutions. This role will be expected to own tasks and follow-up related to cloud data platform Design and development activities and establish well documented best practices and processes.

DETAILED LIST OF JOB DUTIES AND RESPONSIIBLITIES:
  • Designs and develops architecture of cloud-based data management systems.
  • Proficiency and practical experience in implementing Centralized (Data Warehouse) and decentralized (Data Mesh) data architectures.
  • Creates data models including data storage, access, and usage patterns for cloud environments.
  • Defines data security policies, authentication, and authorization mechanisms for cloud-based platforms.
  • Collaborates with cross-functional teams to architect highly scalable, highly available, and highly performant cloud data solutions.
  • Evaluates and recommends new cloud products and services for efficient data storage and processing.
  • Ensures compliance with data governance policies and best practices in the cloud.
  • Implements data management and data governance processes for cloud data.
  • Conducts thorough analysis and documentation of cloud data architecture strategies and designs.
  • Establish regular overall system performance assessment processes and action plans.
  • Provide direction for the design and development of the data layers including review of ETL requirements.
  • Capable of leading team design sessions and facilitating decisions.
