The Air District is seeking a Supervising Systems Analyst (IT Operations and DevOps Supervisor) to join the Infrastructure & Operations Section of the Information Services Division. This is an open recruitment for one (1) full-time, represented position.

Under the general direction of the Manager of Infrastructure & Operations, the incumbent will lead the Infrastructure & Operations Team, providing critical IT services and support to software development teams and program areas advancing air quality science and engineering. The incumbent will oversee key IT infrastructure projects, ensure operational excellence, and drive strategic initiatives to modernize the District’s technology landscape. This role requires thorough knowledge of project management, IT operations, and best practices, as well as expertise in managing complex IT projects, formulating and implementing IT strategy, developing and managing contracts, budgets, and procurements, and leading teams. Key responsibilities include creating and improving operational support processes, ensuring excellent customer service, and delivering reliable and innovative IT solutions.

Under direction, supervises the staff and participates in assigned information management systems activities; performs related work as assigned.

Distinguishing Characteristics

This class is a working supervisor and provides both supervision and technical information systems services in support of the Air District's goals and objectives. Incumbents are responsible for supervising the work of assigned staff. This class is distinguished from Manager in that the latter has overall managerial responsibility for the staff and activities of the Infrastructure & Operations Section.

Examples of Duties for this Position

Leadership and Strategy

  • Supervise and mentor the Infrastructure & Operations team, ensuring alignment with the District’s strategic goals.

  • Formulate and implement IT strategies to support software development and air quality program areas. 

  • Lead migration efforts to cloud-based and hybrid infrastructure solutions while decommissioning legacy systems.

Infrastructure and Operations

  • Manage key IT services, including:

  1. Servers, Storage, and Virtualization: Oversee the migration of physical systems to virtualized and cloud environments while phasing out legacy infrastructure.

  2. Networking: Maintain robust and secure local, wide-area, and wireless networks, including the Air Quality Monitoring Network and outreach support for the Bay Area Citizens Monitoring Program.

  3. Cloud Services: Administer Microsoft Azure (including Microsoft Fabric, Data Factory, and Synapse Analytics), the Power Platform (Power Automate, Power BI, Power Apps), and other cloud-based tools to support innovation and operational efficiency.

  4. Collaboration Tools: Oversee Microsoft 365, Entra, and AI tools like OpenAI and chatbots to enhance productivity and automation.

  5. Monitoring & Security: Implement and manage event, system, network, and security monitoring solutions to ensure system reliability and compliance.

  6. Disaster Recovery and Continuity: Manage data center operations, colocation services, and disaster recovery/business continuity plans to ensure operational resilience.

Program Support and Customer Engagement

  • Collaborate with program areas and software development teams to understand their technical needs and provide tailored IT solutions.

  • Improve operational processes and ensure high-quality service delivery across all District operations. 

Project and Resources Management

  • Manage multiple IT projects, including planning, execution, and oversight of complex infrastructure initiatives.

  • Develop and manage budgets, contracts, and procurements related to IT infrastructure and operations. 

  • Provide training and development opportunities for staff, fostering a culture of innovation and professional growth.

Example of Duties:

  • Assigns, supervises, reviews and evaluates the work of technical and support staff. 

  • Participates in the selection of assigned staff and provides for their training and development.

  • Supervises and participates in the development and implementation of goals, priorities and policies relating to Air District-wide information management.

  • Supervises development of recommended strategies for the planning, use and coordination of information processing technology and services, including the evaluation of current and proposed systems.

  • Confers with Air District management and staff regarding information systems services, developing long- and short- range plans, including hardware and software upgrades.

  • Supervises the development, design, maintenance, modification and security of the Air District database. Designs, develops, tests and implements new systems to meet user requirements and needs.

  • Negotiates and administers contracts for hardware and software acquisition and maintenance; directs system installations and upgrades and hardware repairs.

  • Establishes training programs for Air District staff.

  • Assists in the development of the information systems budget relating to computer hardware and software acquisition and maintenance.

Minimum Qualifications

Education and Experience:

A typical way to obtain the knowledge and skills is: Equivalent to graduation from a four year college or university with major coursework in computer science, mathematics or a closely related field and four years of experience in systems design and analysis, systems programming and/or data communications.

Desirable Qualifications:

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • 4+ years of progressively responsible, hands-on experience in Microsoft-focused IT infrastructure operations, including providing front-line support and second-level escalations, troubleshooting, and mentoring front-line support staff.

  • Direct, hands-on experience administering supporting production Microsoft environments, including monitoring, maintaining, and troubleshooting Windows Server, Active Directory, Entra ID (Azure AD), Microsoft 365 services (Exchange Online, Defender, Intune), and Azure services.

  • Demonstrated hands-on advanced troubleshooting skills, including backend analysis of logs, configurations, and system behavior to identify and resolve complex technical issues.

  • Hands-on expertise in Microsoft Intune at a second-level support tier, including: 

    • Troubleshooting complex device enrollment and configuration issues 

    • Investigating app and policy problems

    • Applying advanced settings and configurations

    • Escalating to Microsoft support as needed

  • Hands-on knowledge of backend infrastructure, including Azure Virtual Networks, Network Security Groups, VPN gateways, and related Azure networking configurations.

  • Direct, hands-on experience administering Active Directory and Entra ID, including extending attributes, configuring Single Sign-On (SSO), managing directory synchronization, and enforcing security policies.

  • Hands-on experience planning and performing system upgrades, patching (using Azure Update Manager and Azure Arc), backups, and disaster recovery operations in a production environment.

  • Ability to collaborate directly with IT teams on complex escalations and contribute to problem management and resolution efforts.

  • Experience documenting technical issues, troubleshooting steps, and solutions, and training or mentoring front- line staff on processes and best practices.

  • Familiarity with Microsoft-focused IT service management practices, including incident, problem, and change management, and experience using ITSM ticketing systems.

  • Strong analytical and communication skills with the ability to work independently on complex technical issues while sharing knowledge effectively with peers and front-line team members.

  • Demonstrated vendor and contract management experience.

  • Demonstrated ability to exercise a high degree of initiative, tact, professionalism and sound judgment reflecting the best interests of the District.

  • Demonstrated ability to develop and maintain effective & cooperative working relationships in a diverse and inclusive environment.

  • Ability to easily adapt to changing priorities.

  • (Highly desirable) Microsoft certifications such as Intune Administrator Associate, Azure Administrator Associate, Windows Server Hybrid Administrator Associate, or related credentials.
