Job Title: Senior Business Analyst

Location: Baltimore, MD

Duration: 12 months

Roles & Responsibilities:

*) Data Migration Leadership: Lead and facilitate data migration efforts from a Cobalt mainframe environment to a modern SaaS platform, ensuring accuracy, security, and integrity of financial, billing, and tax data.

*) Business Process Analysis: Analyze current financial, billing, and tax processes, identify gaps, inefficiencies, and dependencies, and propose optimized solutions for integration with the new SaaS solution.

*) Requirements Gathering and Documentation: Work closely with Baltimore City stakeholders to capture and document business and technical requirements, including data mapping, transformation rules, workflows, and reporting needs.

*) Collaboration with Technical Teams: Collaborate with cross-functional technical teams, including developers, database administrators, data analysts, and SaaS vendors to design, test, and deploy migration solutions.

*) Stakeholder Communication: Act as a liaison between Baltimore City departments and the project team, facilitating clear communication, status updates, and alignment of expectations.

*) Testing and Quality Assurance: Develop and execute testing strategies, including data validation, system testing, user acceptance testing (UAT), and post-implementation reviews.

*) Change Management: Support change management initiatives, including end-user training, documentation of new processes, and ensuring a smooth transition to the new SaaS solution.


Required Skills and Qualifications:

*) Technical Acumen: Understanding of data transformation, ETL (extract, transform, load) processes, data mapping, and SQL queries.

*) Communication and Collaboration: Excellent verbal and written communication skills, with experience working with diverse stakeholder groups. Ability to lead workshops, meetings, and presentations.

*) Project Management Support: Familiarity with project management methodologies (e.g., Agile, Waterfall) and experience supporting project delivery milestones and schedules.


Preferred Qualifications:

*) Certification: Certified Business Analysis Professional (CBAP) or equivalent certification is a plus.

*) Change Management: Experience in change management strategies for technology transitions.

*) Familiarity with SaaS Platforms: Experience with SaaS solutions related to financial and billing systems such as Oracle ERP Cloud, Workday Financials, or other comparable platforms.
