Job Details

Location & Work Arrangement

  • Location: Columbia, South Carolina
  • Work Arrangement: Hybrid (2 days onsite per week).
  • Contract: This is a 12-month Contract with the possibility of extension.
  • Mode of Interview: 1 round, Virtual/Online.
  • Candidate Requirement: Candidate must be a CURRENT SC resident. No relocation allowed.

Primary Responsibilities

Architecture & Modernization Leadership

  • Design & Architecture: Lead the technical design and architecture of modernized IT systems supporting the SNAP and TANF programs.
  • Project Oversight: Oversee technical planning, system integration, and the development lifecycle (SDLC) for Economic Services modernization efforts.
  • Requirements & Workflow: Lead the team effort to supply new user stories or use cases by analyzing requirements, constructing workflow charts and diagrams, studying system capabilities, and writing specifications.

Compliance, Vendor, & Team Management

  • Federal Compliance: Ensure strict compliance with federal requirements, including the APD (Advance Planning Document) process and security standards.
  • Vendor & Integration: Provide technical leadership in the coordination and project implementation with 3rd party vendors. Lead efforts in API Modernization and oversee UAT (User Acceptance Testing) and integration of third-party APIs.
  • Mentorship & Standards: Mentor Business Analysts and developers to ensure adherence to established architectural standards and best practices.

Experience in Enterprise Software Architecture.

Experience in Technical Project Leadership and managing the SDLC.

Experience with Human Services Systems (e.g., SNAP, TANF, Child Welfare).

Compliance (Preferred)

Familiarity with State/federal compliance (e.g., NIST, FISMA, APD). Understanding of Data Privacy Laws (PII, PHI).

Strong initiative, technical writing, and communication skills for diverse audiences.

Required Education

  • Bachelor's degree in Computer Science, Information Systems, or a related field.
