Objectives
The CTO will oversee the information technology and cyber security program for ECS4Kids working with the VP of Information Technology and other existing staff. The CTO will provide a plan for the CTO or a delegate to be available 24/7/365 on an as-needed basis as outlined in the Statement of Work (SOW). The Successful Respondent will enter into a contract with the ECS4Kids for an initial term of 12 months, with the option to renew for three additional 12- month periods.
The services that are the subject of this solicitation ( the Work ) are set forth in the SOW. Upon award, the Successful Respondent shall provide the services in the SOW.
All proposals should address the following criteria.
Section/Tab A: BACKGROUND AND QUALIFICATIONS OF RESPONDENT
- Describe Respondent s understanding of the CTO role.
- Describe where employees will perform the Work, where the Work will be accomplished and where data will be stored.
- Describe Respondent s knowledge of cybersecurity principles.
- Provide documentation of at least 10 years of Respondent s experience providing CTO services.
- Provide a list of references for past engagements with a similar scope.
Section/Tab B: SKILLS AND COMPETENCIES OF RESPONDENT S PROPOSED CTO CANDIDATE
- Education: list degree(s) achieved by the CTO candidate
- Professional Certification(s): list those currently held by the CTO candidate
- Provide documentation of at least Ten (10) years of the CTO candidate s experience immediately preceding date of proposals in a lead or senior role providing information security services to governmental entities providing at least three (3) similar projects.
- Provide documentation of at least Ten (10) years experience with organizations of 350 or more network users spread across 10 or more physical sites.
- Describe CTO candidate s experience developing incident response plans.
- Describe CTO candidate s experience developing vendor risk management programs.
- Describe CTO candidate s experience designing data protection strategies.
- Describe CTO candidate s experience with actual incident response support

Statement of Work
Strategic Leadership & Planning
- Collaborate with the Chief Strategy and Innovation Officer (CSIO) and Senior Leadership to develop and refine long-term IT strategies aligned with organizational growth and innovation goals.
- Conduct assessments of current IT infrastructure, systems, and processes to identify opportunities for improvement and modernization.
- Provide strategic guidance on emerging technologies, digital transformation, cybersecurity, and data governance.
Operational Improvement & Implementation Support
- Recommend and help implement improvements to IT operations, including systems integration, process automation, and service delivery enhancements.
- Offer hands-on support during key implementation phases, including vendor selection, project management, and change management.
- Ensure IT initiatives are aligned with organizational priorities and executed within budget and timeline constraints.
Collaboration & Relationship Management
- Establish a strong working relationship with the Vice President of IT to support day-to- day operations and strategic initiatives.
- Serve as a liaison between IT and other departments to ensure technology solutions meet cross-functional needs.
- Participate in leadership meetings and planning sessions to ensure IT is integrated into organizational decision making.
Governance, Compliance & Budgeting
- Advise on IT governance frameworks, risk management, and compliance with relevant regulations and standards.
- Collaborate with finance staff and department heads to plan and budget for IT needs across the agency, ensuring alignment with strategic priorities and fiscal responsibility.
- Support the continued development of policies and procedures that promote secure, efficient, and ethical use of technology while complying with state and federal requirements.
Continuity & Staffing Support
- Provide or coordinate temporary staffing solutions for essential IT roles to ensure uninterrupted operations during vacancies or transitions.
- Maintain a network of qualified professionals who can be deployed quickly to fill gaps in IT service delivery.

Proposals will be evaluated based on the following criteria to ensure alignment with organizational goals and the successful execution of the CIO role:
