OBJECTIVES OF ENGAGEMENT

The primary objective of this engagement is for the selected Architect candidate to serve as the Technical Writer for the EDW, supporting the analysis and reporting needs of the DOH and DDAP, the existing EDW, as well as the design and construction of the new EDW in Azure.

This position's scope includes the modernization of DOH operations; plan, coordinate and respond to data reporting needs, set standards and define framework; assist with large volume data processing, statistical analysis of large datasets; revamping the EDW into Microsoft's Azure Cloud utilizing Azure Databricks, Delta Lake and Synapse, including compute, storage and application fabric, as well as services for infrastructure as a service (IaaS), platform as a service (PaaS), software as a service (SaaS) and serverless technologies; create a centralized data model; support for DOH projects like ELC Enhanced Detection Expansion, Data Modernization Initiative, PA NEDSS NextGen, PA LIMS Replacement, Reporting Hub, Verato UMPI, COVID-19 response, and onboarding additional DOH systems into the EDW.

OPERATIONAL REQUIREMENTS

The Technical Writer is an advanced level resource with specialized knowledge and experience in requirements analysis and documentation, coordinating communications and project tasks, and testing, while acting as liaison between customer program areas and the EDW team. This position develops and maintains user, business requirements, test plans, technical documentation and project process documentation in support of the EDW production systems and projects. This position understands the user's view and technical concepts of applications and provides expertise structuring procedures in a logical sequence.

This position will work with public health professionals, business analysts, application developers, database, and system administrators to achieve project objectives - including delivery dates, cost objectives, quality objectives, and program area customer satisfaction objectives.

The selected candidate must adhere to the following operational requirements:

Manage assignments and track progress against agreed upon timelines.

Plan, organize, prioritize, and manage work efforts, coordinating with the EDW and other teams.

Participate in status reviews, process reviews, deliverable reviews, and software quality assurance work product reviews with the appropriate stakeholders.

Participate in business and technical requirements gathering.

Participate in testing of implemented solution(s).

Build and maintain relationships with key stakeholders and customer representatives.

Give presentations for the EDW, other DOH offices, and agencies involved with this project.

Develops and maintains processes and procedural documentation.

Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.

Complete weekly project status updates in Daptiv when necessary.

Provide weekly personal status reporting by COB Friday submitted on SharePoint.

Publish and present design reports, maintain documentation on project SharePoint sites.

CONTRACTOR SKILLS AND EXPERIENCE REQUIREMENTS

REQUIRED SKILLS:

Experience with eliciting, analyzing, specifying, and validating the business and data needs of stakeholder business units

Advanced, senior level experience in defining and documenting business and system use cases using the business use case methodology

Experience conducting interviews to gather customer requirements via workshops, questionnaires, workflow storyboards, use cases, scenarios, and other methods

Develops, enhances, and maintains user and technical documentation for multiple applications including documentation required for the EDW team. Ensures solutions meet Commonwealth standards, policies and procedures

Experience translating customer requirements into functional and technical requirements in a clear manner that is comprehensible to both business stakeholders and the development team

Working knowledge of SQL Server databases, T-SQL, scripts, and queries

Perform data analyses to determine data quality, duplicate records, data errors, and ensure the accuracy, integrity, and performance of data

Experience with creating process models, specifications, diagrams, wireframes, and charts to provide direction to the development team

Knowledge and experience in performing and facilitating functional, performance, system, integration, user acceptance, regression, and security testing. Ability to break down complex systems and data into testable components, create test plans, perform data validation, identify potential issues, and understand the root cause of bugs.

Maintains documentation libraries, templates, quality standards. Makes recommendations to the team on improving documentation

Organizes and prepares work effectively to facilitate proactive resolution of problems, rather than reactive. Prepares accurate estimates for documentation requests and activities

Experience communicating, coordinating, and performing as liaison between stakeholder business units and the development team

Demonstrable ability to communicate and document clearly and concisely

Experience with Azure DevOps and Agile / Scrum development methods

Ability to balance work between multiple projects and possess good organizational skills

Ability to work collaboratively and effectively with colleagues as a member of a team

Ability to present complex technical concepts and data to a varied audience effectively

More than 5 years of relevant experience

PREFERRED EXPERIENCE:

Experience working in the public health or healthcare industry with various health applications and data.

TIMEFRAMES

This will be a 10-month engagement beginning in September 2025




LOCATION: Successful candidate must be located in PA, and be able to work '1 day a month on-site (but subject to additonal days at Manager discretion).
