Required Education:
Bachelor's Degree in one or a combination of the following: computer science data processing computer information systems data communications networking systems analysis computer programming information assurance IT project management or mathematics

Required Skills:
5+ years overall experience
Knowledge of business analysis methodologies and process modeling
Knowledge of IT project planning development and implementation with the ability to apply that knowledge to the development of requirements and RFP narrative
Experience in the documenting and gathering business functional or technical requirements for software projects
Ability to work on complex business problems analyzing and evaluating current business methods and procedures for improvements
Familiarity with interfaces between systems

This position serves as the expert Senior IT Business Analyst for CLIENT's mission critical application - Corrections Offender Management System (CLIENT). The candidate collaborates with CLIENT clients and CLIENT professionals to develop requirements, analyze data in support of the CLIENT project, makes recommendations for process and business flows, and develops a consensus on both business and system requirements. This position will take on a lead role in completing the CLIENT Project activities associated with Data Cleansing and the forward bridge integrations with an outside vendor. Also, the candidate establishes action plans, completes impact analysis, and implements test strategies. Experience managing a large data cleansing effort is required. Serves as a liaison to the vendor hosting the application, and an IT system owner representing the agency for impact and strategic planning. Engages with the CLIENT in establishing clarity on the new system data requirements and the priorities for project tasks. Inform and escalate issues and risks in a timely manner with CLIENT project leadership. Other duties as assigned.

Job Responsibilities:
Knowledge of business analysis methodologies and process modeling
Knowledge and skills in project management and related methodologies eg PMI or other industry accepted standard
Knowledge of the Software Development Lifecycle and related methodologies eg Agile CMMI or other industry standard
Knowledge of business process re-engineering principles
Knowledge of computer programming data modeling and object-oriented programming procedures and techniques
Knowledge of application development environments and related tools
Experience in the estimation planning and forecasting of projects
Experience in the documenting and gathering business functional or technical requirements for software projects
Ability to effectively make oral and written reports and presentations
Advanced proficiency with all MS Office applications MS Project Excel and Visio
Ability to draft requirements for Request for Proposals (RFP) for the procurement of IT solutions and services
Ability to participate in large Client IT procurement projects from initiation through vendor selection to implementation
Ability to conduct data and/or requirements gathering meetings (JAD or JAR sessions) with adherence to meeting agenda documentation of meeting outcomes and the ability to drive Action Items to closure
Ability to perform project level analysis and produce project analysis documentations such as swim lanes sequence diagrams use cases etc
Ability to work on complex business problems analyzing and evaluating current business methods and procedures for improvements
Ability to direct and organize procurement activities; to establish project goals and objectives that support the Client strategic plans
Ability to identify problems evaluate alternatives exercise sound judgment and implement effective solutions; to develop and evaluate policies and procedures; and prepare reports
Ability to communicate effectively develop professional networks and identify the internal and external dynamics that impact the work of the organization
Ability to build and maintain effective relationships with cross-departmental and inter-agency teams; including effective communication skills with technical and non-technical groups
Ability to adapt integrate and modify existing programs or vendor-supplied packaged programs for use with existing information systems
Ability to use programming procedures and techniques in the implementation of computer programs
Some ability to create and run SQL queries
Familiarity with interfaces between systems
