Job Description

ECS is seeking an Advanced Cost Analyst to work in our Colorado Springs, CO office.

The successful candidate will:
  • Assist in execution of DoD Business Operations for complex weapon systems.
  • Possess extensive professional knowledge in cost estimating, operations research, mathematics, economics, engineering, science, or business fields.
  • Work independently, conduct strategic high-level coordination activities, and lead teams in solving complex problems.
  • Possess extensive expertise to accomplish cost analysis.
  • Apply costing methods and conduct quality reviews and estimates.
    • Cost Estimating Methods.
    • Parametric Estimating.
    • Cost Estimating Relationship (CER).
    • Learning Curve Theory.
    • Work Breakdown Structure- ACEIT / COSTAT.
    • Develop cost models and incorporating cost risk analysis.
    • Prepare estimates for changes in technical and/or funding baselines.
    • Prepare independent government cost estimates for Acquisition Strategy Panels.
    • Develop IGCEs for contract proposal and negotiation support.
    • Develop IGCEs for Inter/Intra-Agency Acquisition Requirements.
    • Develop and update program office Lifecycle Cost Estimates (LCCEs).
    • Participate in CARD recommendations and engage in reviews of cost models and data accuracy and adequacy both internally and with OSD CAPE.
  • Conduct Cost Analysis.
    • Coordinate information with programs and functional areas.
    • Inflation.
    • Conduct data normalization, statistical analysis and empirical analyses using applicable databases.
    • Regression Analysis (OLS).
    • Monte Carlo Simulation.
    • Sensitivity Analysis.
    • Prepare and provide Analyses of Alternatives, Business Case Analyses, and mid-term and far-term architecture planning studies.
  • Conduct Cost Data Analysis and Collection.
    • Develop initial cost data collection plans and validation methods for earned value and other contractor cost data reporting requirements.
    • Develop and maintain cost policy process improvements.
    • Develop and maintain Government owned cost databases.
    • Prepare and participate in cost scenario reviews.
    • Prepare unit cost data for Congressionally required reports.
  • Conduct Affordability Analyses.
    • Assist in the preparation of prioritized requirements lists and their justification.
    • Participate in affordability reviews providing the data's basis and to identify potential trade-offs, providing impact and assessing alternatives .
    • Provide the cost estimates to support agency budget submissions and acquisition baseline documents.
Salary Range: $120,000 - $200,000

General Description of Benefits

Required Skills

  • Active DoD Secret Security Clearance or the ability to obtain a clearance.
  • BS/BA and 7+ years of applicable cost estimating experience.
  • MS/MA in a related field and 6+ years of applicable cost estimating experience.
  • Proficient with MS Excel, PowerPoint, and Word.


Desired Skills

  • MS Degree in Mathematics, Engineering, Finance or related field.
  • Proficiency with the Automated Cost Estimating Integrated Tool (ACEIT).
