Job Description:

iQuasar has an opportunity for a highly skilled and motivated Program Manager to lead and manage a team to support the Naval Information Warfare Systems Command (NAVWAR) Project OVERMATCH office. Project OVERMATCH focuses on delivering reliable communications for a widely distributed hybrid force. Its goal is to enable seamless execution of mission-critical operations and provide a decision-making edge through a robust digital ecosystem, enabling the Naval enterprise to confidently and effectively achieve commanders' intent. This position requires an understanding of the Navy s digital enterprise, and its development and integration into the fleet.

Primary Responsibilities:

  • The Program Manager shall prepare and assist with reviews, analyses, presentations, evaluations, reports, recommendations, program planning documentation, program guidance documentation and other program management tasks to support program cost, schedule, and performance requirements, to include monitoring and reviewing prime contractor products or work efforts.
  • Provide integrated program management support services that result in successfully delivered system-of-system capabilities, and shall coordinate program management activities
  • Prepare and maintain program and project management data such as work breakdown structures, program schedules and briefings, and management reviews and progress reports.
  • Deliver program and project Work-breakdown structure (WBS), schedules and POA&Ms.
  • Provide inputs for the establishment of cost, technical (performance), and schedule baselines.
  • Coordinate and integrate schedules and milestones; create documentation that depicts the milestones, schedules, and inter-dependencies on a composite, functional area, and on an individual program basis; and record the achievement of each milestone and determine new schedules for missed milestones.
  • Document changes during the lifecycle of program and project. Baselines shall be prepared and submitted in the format and within the timeframe specified by the requestor.
  • Review various studies and reports and analyze the feasibility of accomplishing stated objectives and the impact to on-going and planned programs. Develop a summary of all reports and studies for management review and assess accomplishment and performance objective
  • Participate in acquisition, contracts, financial, planning, production, and working group meetings, in-process reviews, and other meetings. Analyze the information discussed and provide the programmatic impacts within the agreed-upon time schedule and in accordance with the requirements of the requestor.
  • Support the government in the preparation and maintenance of current execution spend plans for all active fiscal years.
  • Prepare and maintain program documentation on the Project Overmatch utilizing government owned information systems as directed by the government.
  • Prepare and develop graphics, briefings, web pages and multimedia presentations.
  • Provide recommendations to the Government on how to create efficiencies and effectiveness of internal operations by discerning methods with the Government that will improve current frameworks, models and techniques, using research, data-driven analysis, and data modeling techniques to inform decision-making.

Required Skills:

  • 7-10 years of experience in program management in a DoD environment, with a strong understanding of NAVWAR, Program Executive Office Command, Control,
    Communications, Computers and Intelligence (PEO C4I) organizations and pro-cesses.
  • Proven ability to manage a team of colleagues
  • ship and a final DoD adjudicated Secret Clearance

Desired Skills:

  • Experienced in collaborating with cross-functional teams, including technical ex-perts, operations, and executives
  • Proficient in SharePoint, the MS Office Suite (Word, Excel, PowerPoint).
  • Strong leadership, communication, and interpersonal skills.
  • Excellent written and verbal communication skills.
  • Eligibility for Top Secret/Sensitive Compartmented Information (TS/SCI) clearance

Education:

  • Bachelor s degree in business, Engineering, Computer Science, or a related field. An advanced degree or professional certifications are a plus.
