Title: Mainframe Project Manager

Location: Austin, TX

Overview: A public sector client of ours in Austin, Texas is looking for a Technical Project Manager with experience in Mainframe Transformation & Azure Cloud for a 1-year contract that is likely to extend. This role will be remote, due to the nature of the work we are only considering Texas based candidates at this time.

The Technical Project Manager will lead cross-functional teams through the execution of complex, enterprise-level technical initiatives, including the Mainframe Transformation project. This role requires deep experience in managing cloud-based projects (preferably Azure), software development (.NET), DevOps processes, and data integration in regulated environments.

 

The selected candidate will ensure successful project delivery by applying best practices in project management, managing stakeholder communication, overseeing the technical roadmap, and tracking project progress, risks, and issues. The ideal candidate will possess strong technical acumen to guide architecture and integration efforts across all phases of the Software Development Life Cycle (SDLC), leveraging Agile methodologies.

Essential Functions:

Lead the end-to-end management of technical projects, particularly Mainframe Transformation and Azure-based initiatives.

Facilitate communication among technical teams, business units, and leadership to ensure stakeholder alignment.

Oversee technical solution design and roadmaps, including DevOps CI/CD pipelines and software integration.

Drive Agile practices such as sprint planning, backlog grooming, and delivery tracking.

Manage risks, issues, dependencies, and develop mitigation strategies.

Monitor project quality and collaborate with technical leads to evaluate solution performance.

Create and maintain key project documentation including charters, plans, reports, and executive dashboards.

Ensure project delivery complies with regulatory obligations, particularly within the Oil, Gas, and Energy sectors.

 

Required Experience:

Graduation from an accredited four-year college or university with a degree in Computer Science or a related field.

6 years of experience in technical project management for enterprise-level, cloud-based initiatives (Azure preferred).

6 years of experience managing or coordinating projects involving .NET Core, C#, and SQL Server.

6 years of experience managing SDLC-based projects using Agile or Scrum methodologies.

6 years of experience with Azure DevOps, CI/CD pipelines, and related tools and workflows.

6 years of experience with resource planning, project budgeting, and vendor coordination.

6 years of experience creating project documentation, including project plans, dashboards, Gantt charts, and executive status reports.

6 years of experience providing effective verbal and written communication to stakeholders.

6 years of experience demonstrating excellent leadership and the ability to manage cross-functional technical teams.

6 years of experience producing high-quality deliverables with attention to detail in dynamic environments.

6 years of experience successfully managing multiple projects simultaneously and meeting deadlines.

4 years of experience as a project manager migrating projects from RRC Mainframe to RRC LoneSTAR application. this severely limits the candidate pool so we will accept candidates with alternative mainframe transformation experience

Preferred Experience:

6 years of experience with mainframe modernization or transformation projects.
