Job Description:

Parsons is looking for an amazingly talented Senior Foreign Military Sales Technical Advisor with a systems engineering and networking background to join our team!

In this role you will get to work closely with U.S. Air Force government, original equipment manufacturers, and foreign partners to support foreign military sales of Intelligence, Surveillance, and Reconnaissance and communications network capabilities to our foreign partner's intelligence organizations.

What You'll Be Doing:
  • Supporting the United States (US) Air Force (USAF) Life Cycle Management Center's (AFLCMC) Foreign Military Sales (FMS) Intelligence Support Division (AFLCMC/INF) and AFLCMC program offices that are conducting FMS activities.
  • Produce Intelligence documents (such as Intelligence Health Assessments, Concepts of Operations, Security Classification Guides, Network Diagrams, data flows diagrams, and other systems/network related architecture products) for programs.
  • Coordinate Intelligence, Surveillance, and Reconnaissance (ISR) interoperability issues and details with customer nation, Combatant Commands (COCOMs), USAF, Intelligence Community (IC), and other Department of Defense (DoD) ISR entities
  • Orchestrate US IC support to the program.
  • Support the AFLCMC/INF team lead as needed for technical reviews and risk assessments.
  • Educate and inform the program manager and supporting contractors on S network designs and capabilities, data management issues (data formats, data flows, etc.) coverage, and release restrictions.
  • Assist in identify training requirements for customer programs and potential shortfalls.

What Required Skills You'll Bring:
  • 12+ years of experience in the intelligence community focused on system and communications networking.
  • Familiarity with information management systems and search tools used by the Intelligence Community.
  • Strong interpersonal skills to work effectively with U.S. and foreign governments and industry personnel at all levels of seniority.
  • Strong communication skills, both oral and written, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to US and foreign senior leadership for decision-making purposes.
  • Understanding of the levels of warfare and the nuances that exist between tactical, operational, and strategic intelligence.
  • Experience in ISR system network design and operations, system/network analysis tools, and/or related fields.
  • TCP/IP transport network design and engineering, network routing protocols, advanced virtual networking technologies.
  • Performing upgrades and performing routine network operations and maintenance (O&M).
  • Identifying and implementing INFOSEC and COMSEC security requirements for the network; Complex configuration management techniques and requirements for managing network systems; Network operating and maintenance concepts and methods used to troubleshoot network problems for LAN, WAN, VPN, SD-WAN and VoIP.
  • Cisco IOS, including switching, routing, segment routing and other technologies; Radio Frequency (RF) and spectrum engineering; Optical networking technology and engineering; Satellite communications engineering.
  • The position includes extensive international travel, a passport is required.

What Desired Skills You'll Bring:
  • Experience in government or industry in relevant work areas including DoD/IC Acquisition Processes, Requirements Processes, systems and network engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Experience with a variety of network technologies and solution architecture
  • Broad understanding of technical principle, theories, and concepts in the networking field
  • Knowledge of state-of-the-art systems engineering principles and network design concepts; Virtualization experience (VDI & VMWare); Cloud experience (AWS, Azure, etc.); Agile Development Methodologies; Cisco Certifications: CCNA or CCNP; Continuous integration, test automation and / or SecDevOps on iterative development projects; Security best practices and implementing firewalls and perimeter security measures including VPN technologies
  • Lead Project and/or Program Management experience with teams of 2-10 (minimum) personnel, engagements with U.S. government and foreign partner military and government civilian personnel, as well as original equipment manufacturers.

$96,400.00 - $168,700.00
