Title:

RF COMSEC Engineer

KBR is seeking a RF COMSEC mission engineer to support the SIGINT Directorate. The SIGINT directorate is developing many spacecraft which require use of varying crypto devices (both ground and space), coordination of frequency spectrum usage, and understanding of Space-to-Ground communication paths for multiple antennas in development. The spacecraft are developed with new CONOPs, proving out new sources or methods, replacing technologies to fill mission gaps, and /or validating new mission areas. SIGINT will be implementing new concepts of operations which solve challenging intelligence problems with innovative ground processing, or at times leverages commercial small satellites.

Responsibilities include:

  • Perform various mission analyses to include RF, signal processing, orbital, geolocation, pointing, antenna, SOI collection, frequency management, and/or communications performance. Evaluate expected performance against mission needs. Track, monitor, analyze and provide recommendations for future mission enhancements
  • Analyze designs to understand Power Flux Density, unwanted spectral emissions, and spurious emissions and their effects on the system.
  • Coordinate with the appropriate offices on Frequency Management and spectrum usage to include understanding the spacecraft usage of primary and secondary spectrum allocations and operating and non-interference basis. Contribute to the development of Spectrum Untilization Protection Plans (SUPPs) and review developer plans for completeness and compliance.
  • Prepare assessments and reports on developer plans for space and ground crypto utilization against requirements.
  • Be the primary interface to conduct crypto ordering and be familiar with installation and operations procedures, to include crypto operation security doctrines (OSDs).
  • Contribute and review COMSEC system Key Management Plans (SKMPs)
  • Have familiarity of various crypto devices, capabilities and monitor accreditation status
  • Provide technical review and assessment of statements of work, integrated master schedules, system and subsystem requirements, CONOPS, and risk assessments for link budget closures, appropriate system behavior, and assessment of architecture to meet requirements
  • Provide technical recommendations on issues related to the feasibility and applicability of requested spectrum use and crypto use for future satellite architectures, spacecraft concepts, and capability development activities,
  • Prepare assessments and reports that include gap analyses, utilization analyses, statistical and forecasting analyses
  • Provide technical support to acquisition, source selection and programmatic processes, including development of acquisition support documents, conduct of technical evaluation, and verification/validation activities
  • Develop presentations, written reports, related documents, and briefings to government and industry as required that communicate project status, results, and recommendations
  • May provide support to launch and satellite on-orbit test. Plan and execute internal and external interface testing to support final system verification, validation, and delivery


Minimum Qualifications:

  • 5-11 years with BS degree in engineering, or technical discipline; 3-8 years with MS
  • 3-5 years experience with crypto management and Space to Ground crypt requirements
  • 3 years' experience with space systems acquisition
  • Have technical and analytic ability in RF communications to include signal processing, orbital, geolocation, pointing, antenna, SOI collection, frequency management, and/or communications performance.
  • Experience with design, development, fabrication, integration and test, and operational performance for mission area analysis
  • Previous experience with Frequency Management
  • Strong interpersonal skills, excellent oral and written communication skills to partner with multiple teammates and customers.
  • Demonstrated ability to work in a fast paced, dynamic work environment


Desired Qualifications:

  • Master's degree in engineering discipline.
  • 5-10 years' experience with space systems acquisition and operations assessments
  • Understanding of acquisition and operations technology best practices
  • Exposure to the system design trade process, assessing system design options, analyzing mission requirements and performance, monitoring vehicle development, test development/execution, and tracking requirement verification
  • Specific knowledge of the NRO space and ground systems and processes


CONUS travel may be required (10%)
