Job Details

Position: Technical Business Analyst
Location: Baltimore, MD (Hybrid 3 days remote, Wednesday mandatory onsite)
Duration: 20 Months

Job Summary:
Seeking a Technical Business Analyst to support IT projects through detailed business analysis, stakeholder collaboration, documentation, and testing. The ideal candidate will have experience working with Maryland State agencies and a strong background in data analysis, process improvement, and Agile methodologies.

Must-Have:

  • Experience with Maryland State agencies

  • 3+ years of IT Business Analyst experience

  • Proficiency in JIRA, TFS, DevOps, Confluence, or Trello

  • Strong documentation skills (BRD, FSD, Use Cases)

  • SQL, Excel (advanced), Power BI/Tableau knowledge

  • Familiarity with Agile/Scrum (CSM certification preferred)

Responsibilities:

  • Gather, document, and translate business requirements

  • Analyze processes and propose improvements or automation

  • Create BRDs, FSDs, and visual process models

  • Collaborate with IT teams and stakeholders on solution design

  • Support UAT and coordinate end-user training and documentation

  • Develop reports and dashboards to support decision-making
