Job Summary
The Manager, SCADA Engineering provides technical guidance and maintenance of the Authority's Supervisory Control and Data Acquisition (SCADA) systems used to support heavy duty rail traction and electrical power systems operations. The incumbent leads all the following project phases of Traction Power and Electrical Systems, field instrumentation, and control system installation and implementation; SCADA system requirements documentation, detailed design, implementation, system integration, testing, on-site startup, operational change control and servers. The Incumbent defines project scopes and supports field operations teams with the implementation of continuous improvement and robust and reliable SCADA programs targeting operational performance, environmental, protection, data gathering and regulatory compliance.

Education

- A minimum of nine (9) years of experience designing, implementing and maintaining data utilizing electronic systems; programming, controlling and repairing SCADA systems; developing data collection and reporting programs for traction power and/or electrical power systems as it applies to heavy duty rail transit systems

Essential Functions
- Manages the Supervisory Control and Data Acquisition (SCADA), Data Historian, Alarm Notification Systems and the SCADA Automatic Energy Management System.
- Supervises and coordinates the effective implementation of SCADA Systems Equipment Operation and Capital Programs. Coordinates the rehabilitation of the various systems equipment such as: Traction Power and High Voltage Power Systems, Rectifiers, Transformers and DC switchgears to include modern and reliable and robust hardware/software.
- Supervises subordinate staff and consultants to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
- Manages the programming and system faults troubleshooting for installed field equipment; modify existing programs to improve SCADA systems reliability. Conducts site visits to analyze field conditions and to define project requirements, equipment and instrumentation needs.
- Responsible for the retrieval of electronic data stored on field devices to analyze operational data to diagnose and resolve performance issues of traction power and electrical power systems.
- Defines specific, short-term and long-term SCADA maintenance including costs, resource commitment, schedules and dependencies. Oversees SCADA performance and ensures expeditious handling of procurement actions through the approval process. Determines impending problems and conditions which may cause impact on revenue services and provides technical assistance to solve SCADA related issues, including budgetary and funding matters, sole source procurements, alternative suppliers, specifications and manufacturer discrepancies, material shipping timetables and delivery schedules. Efficiently staffs and schedules SCADA engineer action items to address issues in a timely manner.
- Evaluates new intelligent electronic devices and deploys and configures SCADA equipment to support data acquisition from field assets as they are commissioned, updated and changed in the field. Evaluates and implements new communication protocols.
- Serves as liaison, supplying SCADA information to Rail Operation Control Center (ROCC), managers, engineering staff, maintenance and other Authority offices.
- Facilitates resolutions to field construction problems by providing in-house designs or coordinating with appropriate consultants and section designers. Manages value engineering reviews that delineate the advantages and disadvantages of contractor's proposal and renders conclusions, recommendations and determinations as to the merit of the proposals.
- Performs engineering design for SCADA projects to include preliminary design calculations, development of engineering plans, specifications, cost estimates, schedules, drawings and equipment or device configuration files.
OTHER FUNCTIONS
- Participates in the technical evaluation and Factory Acceptance Tests of new equipment and maintenance methods to ensure systems and procedures meet internal Authority and applicable regulatory agency standards.
