BACKGROUND

The MichiganDepartment of Technology, Management and Budget (DTMB) administers the ITInvestment Fund (ITIF), a legislative appropriation that provides funding for criticalIT modernization, cybersecurity, innovation, and infrastructure projects acrossState of Michigan agencies.

Given thescope, visibility, and complexity of these initiatives, DTMB requires strongportfolio oversight and independent assurance activities to ensure successfulproject delivery.

Within DTMB,the Enterprise Portfolio Management Office (EPMO) operates the State UnifiedInformation Technology Environment (SUITE), which provides standards,methodologies, and governance support across Project Management, SystemsEngineering, and Investment Management practices.

As part of thisstructure, the Investment Management program within the SUITE team isspecifically responsible for administering the ITIF portfolio, overseeinginvestment governance processes, portfolio-level reporting, and projectperformance monitoring.

This staffaugmentation resource will be embedded within the SUITE Investment Managementteam and will play a critical role in:

Providing Independent Verification and Validation (IV&V) services forselected ITIF-funded projects.

Assessingproject health, risk management, deliverable quality, and compliance withapplicable standards.

Identifyingrisks and opportunities for escalation to the EPMO and DTMB executiveleadership.

Supportingproactive oversight and risk mitigation efforts at both the project andportfolio levels.

While theprimary focus will be on ITIF-funded initiatives, the resource may also provideIV&V services to other high-visibility, politically sensitive, or complexnon-ITIF projects within the DTMB portfolio as capacity and priorities dictate.

The role isdesigned to strengthen DTMB's ability to deliver transformational projectssuccessfully while maintaining public trust, fiscal responsibility, andoperational excellence.

POSITION DUTIES

  • Conduct IV&V activities across assigned DTMBprojects, ensuring objective, independent assessment of project health,deliverables, and compliance with DTMB standards.
  • Review key project documentation, includingcharters, project management plans, schedules, risk registers, and contracts.
  • Evaluate deliverables for quality, completeness, andadherence to requirements.
  • Identify risks, issues, and deficiencies early, andrecommend mitigation strategies.
  • Monitor project progress against scope, schedule,budget, and quality metrics.
  • Develop and deliver:

o IV&V Service Plans for assigned projects.

o Monthly Project Health Assessment Reports.

o Independent Deliverable Review Assessments.

o Risk and Issue Logs with mitigation recommendations.

o Executive Briefings for Steering Committees andleadership as needed.

o Final IV&V Summary Reports at project closeout.

  • Collaborate with project managers, agencystakeholders, and executive sponsors while maintaining independence ofjudgment.

Ensure all reports anddocumentation meet DTMB s quality standards and templates
Skills :

REQUIREMENTS

  • Minimum5 years of IT project managementexperience, preferably supporting large, complex technology initiatives.
  • Minimum5 years providing IndependentVerification and Validation (IV&V) or equivalent quality assuranceservices.
  • Demonstrated experience supportinghigh-visibility,politically sensitive projects in a public sector or highly regulatedenvironment.
  • Strong understanding of project managementframeworks (e.g., PMI s PMBOK), risk management practices, and qualityassurance principles.
  • Excellent analytical, writing, and verbalcommunication skills.
  • Ability to prepare professional-grade reports andexecutive briefings.
  • Proven ability to assess project health objectivelyand recommend actionable solutions.

Educationand Certifications:

  • Bachelor's Degree in Information Technology, BusinessAdministration, Project Management, or a related field (required).
  • Project Management Professional (PMP) certification(preferred).
  • Additional certifications such as CertifiedScrumMaster (CSM) or Certified Quality Auditor (CQA) are a plus.
