Client:Judicial Council of California
Location:San Francisco, CA
Interview Location: Initial phone interviews may be conducted via Zoom,Teams, etc. Final interviews may be conducted via Zoom, Teams, etc. Alternatively, will be on-site at the Judicial Council of California in San Francisco, CA JCC San Francisco. Candidates must be able to work in the San Francisco office on Wednesdays. Other in-office days may be required as needed. Advanced notice will be provided.
Summary of Work:
This position will support Judicial Branch data analytics initiatives and improve court user experience by providing better access to public-facing data and analytics through design and implementation of a series of public-facing data dashboards. This position will also work towards
improved user experience through court forms automation. This position may also research new and emerging areas of branch data and analytics
policy, such as environmental law. This is a new consultant request.
Description of Tasks and Responsibilities:
  • Provide product and project management leadership for high-priority initiatives including public dashboards (Judicial Vacancy, Court Operational Metrics, Jury,Language Access, CARE Act) and internal court-facing dashboards (Self-Help, Case Flow Management). Facilitate roadmap alignment, milestone delivery, and iterative feedback loops.
  • Support the Data Governance program by assisting with policy development, supporting the onboarding of new senior staff, and scaling metadata management strategies using tools such as Microsoft Purview.
  • Consult with teams (e.g. CJS) on dashboard redesigns, validation protocols, and analytic frameworks.Create, maintain, and facilitate compliance with data visualization standards and dashboard quality assurance practices across internal and external reporting environments.
  • Support documentation efforts for analytics infrastructure, including a technology and documentation roadmap to ensure scalable, maintainable delivery of data products.
  • Maintain an inventory of key branch data assets, including updates to the data collection calendar and exploration of reporting burden reduction strategies through training,policy, and proof-of-concept automation.
  • Lead user research, stakeholder interviews, and technical discovery processes to inform product requirements for dashboards, data pipelines, and governance protocols.
  • Manage product charters and project plans for new dash boarding initiatives, ensuring alignment with executive leadership and partner offices.
  • Coordinate vision and use case development for the Judicial Council's data warehouse in alignment with governance protocols and end-user needs. Facilitate user groups, refine scope, and support integration with line-of-business systems and reporting pipelines.
  • Communicate consistently with vendors, court staff, justice partners, and internal management teams regarding project goals, timelines, data validation efforts, and deployment strategies.
  • Serve as a liaison and facilitator for strategic communication initiatives, including messaging support for executive briefings, research reports, and web content related to data products.
  • Deliver monthly status reports and facilitate performance tracking across projects.
  • Provide input and expertise on public communication of judicial data, transparency, and evidence-based reporting in areas of public interest, including behavioral health, access to justice, and equity.
Minimum Job-Specific Skills/Qualifications Required (in order of relative importance):
  • Technical product and project management and documentation skills.
  • Experience leading cross-functional teams across data visualization, governance, strategy, and research functions.
  • Strong ability to analyze system documentation and workflows, identify opportunities for optimization, and recommend scalable solutions.
  • Experience managing complex technical projects across multiple stakeholder groups, including issue resolution, prioritization, and resource allocation.
  • Experience creating policy, governance frameworks, and standards documentation.
  • Experience owning and evolving a data product, including roadmap facilitation, user group engagement, and alignment with executive sponsors.
  • Excellent oral, written, analytical and communication skills with the ability to lead technical and strategic discussions with both technical and non-technical audiences.
  • Demonstrated ability to support data governance activities, including metadata management,validation protocols, and governance policy development.
  • Familiarity with data automation, data pipelines, and analytic reporting environments.
  • Understanding of data dashboard design and compliance practices across internal and public-facing tools.
Additional Skills/Qualifications Desired:
Experience with documentation and change management for scaled implementation of dash boarding tools and standards.
Familiarity with courtroom operations, trial court data structures, and judicial branch workflows.
Understanding of government (State) organizational dynamics, reporting burden, and funding structures.
Strong facilitation and presentation skills across audiences including executive, judicial, and technical leadership.
User research and stakeholder engagement for dashboard and analytics product design.
Familiarity with strategic communications in public and policy-facing contexts.
Expertise in environmental law, public policy, or issues relevant to environmental data reporting.
