Job Description
ECS is seeking a Portfolio Manager to work in our Arlington, VA office. Please Note: This position is contingent upon contract award.
The Portfolio Manager is responsible for overseeing the planning, execution, and management of the agency's IT project and program portfolio to ensure alignment with strategic goals and optimal use of resources for a premier law enforcement agency. This leader ensures that all IT initiatives, programs, and projects are prioritized, tracked, and delivered in accordance with agency objectives, policies, and performance standards. The Portfolio Manager collaborates with stakeholders across the organization to maximize value, manage risk, and drive continuous improvement in IT portfolio management practices.

The Portfolio Manager is responsible for overseeing the planning, execution, and management of the agency's IT project and program portfolio to ensure alignment with strategic goals and optimal use of resources for a premier law enforcement agency. This leader ensures that all IT initiatives, programs, and projects are prioritized, tracked, and delivered in accordance with agency objectives, policies, and performance standards. The Portfolio Manager collaborates with stakeholders across the organization to maximize value, manage risk, and drive continuous improvement in IT portfolio management practices.
Key Responsibilities
- Portfolio Oversight & Governance:
- Oversee the agency's IT project and program portfolio, ensuring initiatives are aligned with strategic priorities and deliver expected business value.
- Establish and maintain portfolio management processes, standards, and tools to track project status, resource allocation, risks, and performance metrics.
- Facilitate portfolio reviews and decision-making processes with senior leadership, providing data-driven recommendations for project prioritization and resource allocation.
- Strategic Planning & Alignment:
- Work with stakeholders to develop and maintain a multi-year IT portfolio roadmap that supports the agency's mission and strategic goals.
- Ensure portfolio activities are in compliance with federal, agency, and industry policies and standards.
- Performance Management:
- Monitor and report on portfolio performance, including progress against key performance indicators (KPIs), milestones, budgets, and risk mitigation strategies.
- Identify and address issues, risks, and dependencies across the portfolio to ensure successful delivery of IT projects and programs.
- Stakeholder Engagement:
- Serve as the primary point of contact for portfolio management activities, collaborating with project managers, technical leads, and business stakeholders.
- Communicate portfolio status, decisions, and changes to all relevant parties, ensuring transparency and alignment across the organization.
- Continuous Improvement:
- Recommend and implement process improvements, automation, and best practices to increase efficiency, effectiveness, and customer satisfaction in portfolio management.
- Stay current with emerging trends and best practices in IT portfolio management and apply relevant innovations to the agency's processes.
Required Skills
- Ability to obtain a Public Trust Clearance
- Education:
- Bachelor's degree in Information Technology, Business, Management, or a related field.
- Experience:
- 6+ years of recent experience in IT portfolio, program, or project management within a large-scale enterprise environment.
- Demonstrated experience with portfolio management tools and methodologies.
- Direct, relevant experience within the last two years.
- Skills and Competencies:
- Strong understanding of IT portfolio, program, and project management principles.
- Excellent analytical, organizational, and problem-solving abilities.
- Proven ability to manage multiple priorities and drive results in a dynamic environment.
- Exceptional communication and stakeholder management skills.
- U.S. citizenship.
- Excellent oral and written communication skills.
- Ability to present portfolio status and recommendations to senior stakeholders.
- Strong organizational and time management abilities.
- Ability to adapt to evolving technologies and changing mission requirements.
Desired Skills
- Certifications (Desired):
- Project Management Professional (PMP ), Portfolio Management Professional (PfMP ), or equivalent.
