Overview
LMI is seeking a Lead Data Architect to support the Army Training Information System (ATIS) by developing and overseeing enterprise data architecture, governance, and analytics strategies. This role will lead efforts to design, optimize, and secure data solutions that support transactional data applications, Army data policies, data quality, data consistency, data interoperability, and compliance with DoD data standards. The ideal candidate will have deep expertise in cloud-based data management, databases, structured and unstructured data processing, and support AI/ML integration to enhance Army training and readiness.

Responsibilities
- Develop and implement enterprise data architecture strategies to support ATIS modernization and COTS integration efforts.
- Design and oversee data pipelines, interfaces, ETL, and data storage solutions within AWS GovCloud or other DoD-approved cloud environments.
- Define and enforce data governance, metadata management, and security policies aligned with DoD 8140, RMF, and FedRAMP requirements.
- Ensure data interoperability and integration across Army training systems supporting APIs to include Kafka streams, RESTful APIs, GraphQL, UDRA, Army Vantage, etc.
- Support Authority to Operate (ATO) processes, ensuring data security, encryption, and compliance with DoD standards.
- Optimize database performance and scalability for structured and unstructured data (e.g. SQL Server, PostgreSQL, NoSQL, Elasticsearch).
- Collaborate with software engineers, DevSecOps teams, and Army stakeholders to align data strategies with mission requirements.
- Develop technical documentation, best practices, and training materials to support system users and analysts.
- Lead efforts in data automation, real-time analytics, and dashboard development using tools like Power BI, Tableau, and Kibana.
- Leverage AI/ML, predictive analytics, and business intelligence (BI) tools to enhance decision-making and operational efficiency.
Qualifications
Required Qualifications:
- Active Secret security clearance.
- Bachelor's degree in Computer Science, Engineering, or a related field.
- 5+ years of experience in data architecture, enterprise data management, or cloud-based analytics.
- Active DoDI 8140 certification (e.g., CISSP, CISM, Security+).
- Expertise in AWS data services (S3, Redshift, RDS, DynamoDB, Glue, Athena, etc.).
- Strong experience with ETL, data integration, and API-driven data exchange.
- Knowledge of data security frameworks, including FIPS 140-2 encryption, Zero Trust, and role-based access control (RBAC).
- Proficiency in SQL, Python, or AWS native services for data transformation and automation.
- Familiarity with DoD data standards (DoDAF, etc.).
- Experience with containerized data solutions using Kubernetes, Docker, and serverless computing.
Preferred Qualifications:
- AWS Certified Data Engineer or Solutions Architect certification.
- Experience working with government or DoD systems (e.g., ATIS, IPPS-A, AOS).
- Experience with AI/ML tools for predictive analytics.
- Background in Army training systems, logistics, or personnel data management.
- Experience implementing knowledge graphs, semantic search, and linked data solutions.
- Experience with backlog management and collaboration tools (e.g., Gitlab, Lucid Spark).
Travel Requirements:
- Occasional travel required (e.g., quarterly for PI Planning and major program milestones).
